SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION* APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute an interagency agreement with Contra Costa County Office of Education in an amount not to exceed$75,000 to provide Foster Youth Educational Liaison Services for the period July 1, 2006 through June 30, 2007. FINANCIAL IMPACT: $75,000 Child Welfare Services Title IV B; 70% State ($52,500), 30% County($22,500) CHILDREN'S IMPACT STATEMENT: This contract directly supports three of the five community outcomes established in the Children's Report Card: 1) "Children Ready For and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND* Contra Costa County Office of Education(CCCOE), school districts, and Employment and Human Services Department (EHSD) collaborated and implemented educational advocacy services for all foster youth in Contra Costa County including support services for foster youth in group homes. The program focuses on literacy, academic, and life skills promoting academic and personal achievement of foster youth in their homes and at school and assists youth to successfully emancipate from foster care. The Department funds approximately 21% of the overall program budget with additional funds allocated from the California Department of Education. Two full time Educational Liaisons will work closely with EHSD Children and Family Services Bureau and Juvenile Probation to improve the educational accomplishments and opportunities for foster youth in Contra Costa County. Additionally, they will work jointly with EHSD to develop in-kind services and seek matching funds from outside sources.
