(Budgeted: 100% County) (All Districts) FINANCIAL IMPACT. $120,000: 100% County CHILDREN'S IMPACT STATEMENT: The Dedicated Shelter Group Home program supports three of Contra Costa County's community outcomes: 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". This contract will provide children with stable, high-quality residential treatment after entry into the Child Welfare System. BACKGROUND* Youth Homes, Inc., provides for two dedicated group homes (twelve beds)providing countywide shelter services at established Central County and East County sites. Both homes provide 24-hour intake, a no- restriction admission policy, and specialized staffing to accommodate children whose backgrounds may be unknown at time of placement. These 2 group homes are the primary shelter care facilities in Contra Costa County; they serve children with serious behavioral and emotional problems both when coming into the social services system for the first time, and when requiring emergency placement. They serve an essential function that no other county facility provides. Keeping children in Contra Costa County in the least restrictive setting possible helps with visitation and reunification efforts. Additionally, without these dedicated beds more children would be placed in costlier, more restrictive facilities outside of Contra Costa County. EHSD also realizes some cost benefits through improved caseworker access to children. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a contract with Family Support Services of the Bay Area in an amount not to exceed $238,000 to provide respite services under the Heritage Project to relative caregivers and foster parents for the period July 1, 2006 through June 30, 2007. FINANCIAL IMPACT: $226,000 Options For Recovery Funding: County 30% ($67,800); State 70% ($158,200). $12,000 Early Intervention Outreach Specialist Funding: County 7.5% ($900); State 17.5% ($2,100); Federal 75% ($9,000). CHILDREN'S IMPACT STATFMF,NT: Respite services support four of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Respite services may be used during times of crisis when a caregiver needs to be away from home or when parents or relative caregivers must pursue other activities that temporarily take them away from children whose special needs require ongoing care. BACKGROUND* This contract will allow Family Support Services of the Bay Area(FSSBA) to continue respite services for foster parents or relative caregivers of drug-exposed and medically fragile children with special needs between the ages 0-5 years. The goal of the respite program under the State Heritage Project, Options for Recovery Program, is to provide comprehensive, high quality in-home and out-of-home respite services to support the relative caregivers and foster parents in their full-time role as caregivers. Although FSSBA supports foster caregivers throughout Contra Costa, most of these caregivers with drug-exposed children are located primarily in Richmond(West) and Pittsburg(East). Respite services are available 24-hours a day, seven days a week.
