SUBJECT: Oakland Private Industry Council for East Bay Works Regional Systems Support Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, on behalf of
the Workforce Development Board, to execute a contract with Oakland Private Industry Council in an amount
not to exceed $102,421 for East Bay Works regional systems support services for the period July 1, 2006
through June 30, 2007. (Budgeted: 100% Workforce Investment Act) (District V)
FINANCIAL IMPACT:

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing employment and training services.
BACKGROUND!
The Workforce Development Board of Contra Costa(WDB) is a member of EastBay Works, Inc. (EBW), a
consortium of four(4)Bay Area Workforce Investment Areas which include: Contra Costa County, Alameda
County and the cities of Oakland and Richmond. EBW was created to assist in the implementation and
coordination of a regional system of one-stop career centers encompassing a distinct labor market area in
Alameda and Contra Costa counties.
In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra
Costa's portion of the EBW. As fiscal agent, OPIC is responsible for processing payments and ensuring that
Contra Costa's share of regional grants are managed and implemented accordingly. In addition, OPIC also
provides support to the operations of the WDB's One-Stop Career Centers. This Board Order will authorize
EHSD, on behalf of WDB, to continue services provided by OPIC under this contract. The contract has been
delayed due to delays in adopting the final EBW budget and changes to partner share contributions. (18-062-6)
