(Specialty: Nephrology), a corporation, in an amount not to exceed $122,400, to provide 'professional Nephrology services to patients at Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from July 1, 2006 through June 30, 2009. FISCAL IMPACT: This Contract is funded 100% by Enterprise I Funds. Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): For a number of years the County has contracted with Medical and Dental Specialists to provide specialized professional services which are not otherwise available in its hospital and health centers. On April 6, 2004, The Board of Supervisors approved Contract #26-817-28 with East Bay Nephrology Medical Group, Inc., to provide Nephrology services, including consultation, training and/or medical procedures to patients at Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from April 1, 2004 through June 30, 2006. Services include a one-touch access dual handset phone for three-way interpreter call that is now being used in six different County offices. Employment and Human Services Department (EHSD)has increased the level of services provided by Language Line to address the ongoing, additional demand for interpreter services by Limited English Proficient clients. EHSD staff continues to provide comprehensive and multi-lingual social services to clients. BACKGROUND_ The Workforce Development Board of Contra Costa(WDB) is a member of EastBay Works, Inc. (EBW), a consortium of four(4) Bay Area Workforce Investment Areas which include: Contra Costa County, Alameda County and the cities of Oakland and Richmond. EBW was created to assist in the implementation and coordination of a regional system of one-stop career centers encompassing a distinct labor market area in Alameda and Contra Costa counties. In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra Costa's portion of the EBW. As fiscal agent, OPIC is responsible for processing payments and ensuring that Contra Costa's share of regional grants are managed and implemented accordingly. In addition, OPIC also provides support to the operations of the WDB's One-Stop Career Centers. This Board Order will authorize EHSD, on behalf of WDB, to continue services provided by OPIC under this contract. The contract has been delayed due to delays in adopting the final EBW budget and changes to partner share contributions. This contract will provide children with stable, high-quality residential treatment after entry into the Child Welfare System. RACKGROUND: Youth Homes, Inc., provides for two dedicated group homes (twelve beds)providing countywide shelter services at established Central County and East County sites. Both homes provide 24-hour intake, a no- restriction admission policy, and specialized staffing to accommodate children whose backgrounds may be unknown at time of placement. These 2 group homes are the primary shelter care facilities in Contra Costa County; they serve children with serious behavioral and emotional problems both when coming into the social services system for the first time, and when requiring emergency placement. They serve an essential function that no other county facility provides. Keeping children in Contra Costa County in the least restrictive setting possible helps with visitation and reunification efforts. Additionally, without these dedicated beds more children would be placed in costlier, more restrictive facilities outside of Contra Costa County. EHSD also realizes some cost benefits through improved caseworker access to children. RAC:KGROUNDo This contract will allow Family Support Services of the Bay Area(FSSBA) to continue respite services for foster parents or relative caregivers of drug-exposed and medically fragile children with special needs between the ages 0-5 years. The goal of the respite program under the State Heritage Project, Options for Recovery Program, is to provide comprehensive, high quality in-home and out-of-home respite services to support the relative caregivers and foster parents in their full-time role as caregivers. Although FSSBA supports foster caregivers throughout Contra Costa, most of these caregivers with drug-exposed children are located primarily in Richmond(West) and Pittsburg(East). Respite services are available 24-hours a day, seven days a week. BACKGROUND: The County's Employment and Human Services Department's (EHSD) Aging and Adult Services Bureau (AAS)provides case management services countywide under the Multi-purpose Senior Services Program (MSSP), Linkages, and Adult Protective Services (APS) to County residents. Shield Healthcare will provide non-medical home equipment services and oral nutritional supplement services under MSSP service codes 2.3 and 7.3 for the County's EHSD. Services include assistive devices, appliances and supplies necessary to assure the older clients's health, safety, and independence and food staples and supplements that are medically required to facilitate and support an older client's return home following institutionalization, support their ability to live in the community, and prevent their elevation to a higher level of care. RACKGROUND: The Foster Parent and Relative Caregiver Training-Heritage Project provides education and training to foster parents and relative caregivers, which enhances the quality of care provided, assists children to cope with previous abuse, and supports children's ability to cope with out-of-home placement. Ongoing training is scheduled in two, thirty-six hour sessions over multiple days, or in a mutually agreed upon flexible and ongoing series of sessions to facilitate access for relative caregivers. Contra Costa Community College District will provide Foster Parent and Relative Caregiver Training— Heritage Project services at the Los Medanos Campus to caregivers responsible for special needs children and medically fragile infants. BACKGROUND* This Board Order will authorize the Employment and Human Services Department(EHSD)to continue the services under the Parent Aide program in Central and East County provided by Family Stress Center. The Parent Aide program provides transportation services to and from school, medical, dental and counseling appointments, supervised family visits, and other support services to families in Contra Costa County. Parent Aides provide short-term services on a case-by-case basis, seven days per week to children and families that do not require the direct attention of a Child Welfare Services (CWS) caseworker, thereby assisting caseworkers to more efficiently manage their cases.
