Funding is 100% Contra Costa Flood Control and Water Conservation District Permit Fees. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Contra Costa County Flood Control and Water Conservation District(District)is cooperating with the Natural Heritage Institute(NHI)and American Rivers to improve fish passage along Marsh Creek and provide anadromous salmonids access upstream of the drop structure where potential suitable spawning habitat exists,while maintaining the normal operation of the flood control channel. The project consists of small habitat restoration, enhancement, maintenance, and protection for fish, plants, or wildlife. The project will not result in the removal of any scenic resource. Approval of the CEQA.is necessary in order for the District to issue a Flood Control permit to authorize the work and for NHI to submit application packages to the regulatory agencies in support of the cooperative project. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project may delay the issuance of necessary flood control permits and real property transactions for the construction of the fish passage project. Location: The project is located on Marsh Creek Channel between Delta Road and Sunset Road, in the Brentwood area. (Figs. 1 & 2) 2. Project Description: The purpose of the project is to enhance the existing drop structure on the Marsh Creek Channel in order to facilitate spawning, by installing a fish ladder to allow for fish passage upstream. The District is cooperating with Natural Heritage Institute (NHI) and American Rivers to improve fish passage along Marsh Creek and provide anadromous salmonids access to the upper reaches of the creek where suitable spawning habitat exists, while maintaining the normal operation of the flood control channel. The lower reach of Marsh Creek Channel has been previously re-aligned and channelized to maximize flow conveyance. In order to dissipate the energy of flows, a 5.5 foot drop was installed, which is maintained and operated by the Contra Costa County Flood Control and Water Conservation District (District). Standard Best Management Practices (BMPs) will be implemented such as locating stockpiles outside of the streamzone, fueling and maintaining equipment at designated staging areas, and maintaining a clean worksite. Any exposed soil will be seeded with a mix of native grasses upon completion.of the project. The work will be conducted during the dry season when no salmonid species are present in the creek.
