(Flood Coritrol Zone 7 Funds) (District I) Project No. 7527-6D9704 DATE: June 6, 2006 PAGE: 2 of 2 FISCAL IMPACT: The total estimated contract cost is $300,000, funded by Flood Control;and Water Conservation District Funds in FCZ 7 (17%) and SUA 17 Funds (83%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project is located on Wildcat Creek in the North Richmond area. The project was designed to capture silt in a sedimentation basin. However, over the years, silt has also built-up in the downstream channel. Due to the storm runoff event on December 31,2005,and the recent storms in March and'April 2006,sediment has been deposited in the basin and channel in such amounts that the storm carrying capacity of Wildcat Creek has diminished below that necessary to conform to operating requirements of the U.S. Army Corps of Engineers. Wildcat Creek must be desilted immediately to restore its flood conveyance capacity and assure that flooding of the adjacent community does not take place next winter. The District staff recommends performing the maintenance work by force account.If the District proceeds with the normal bidding process,the desilting operation would not begin until summer of 2007,which exposes the District and the North Richmond community to an increased risk of flooding due to continued deposition of sediment,and further reduction in the channel's flood conveyance capacity. In accordance with Section 22, of the Contra Costa County Flood Control and Water Conservation District Act,the Board of Supervisors may,without advertising for bids, have maintenance work done by day labor(force account; time and materials basis). Staff recommends that the Board DIRECT the Chief Engineer to proceed with the project in the most expeditious manner on a force account (day labor)basis. CONSEQUENCES OF NEGATIVE ACTION: The desilting work must be completed prior to the rainy season. Without approval of the above recommendation, desilting of Wildcat Creek will not commence until summer 2007. WHEREAS, it is the intent of the District to utilize$300,000 received from Flood Control Zone Funds (FCZ 7) (17%) and Stormwater Utility Assessment District No. 17 Funds (SUA 17) (83%) for implementation of drainage maintenance activities. I WHEREAS,the Chief Engineer has requested the authority to proceed in the most expeditious manner to desilt Wildcat Creek Sedimentation Basin and its downstream channel in the North Richmond area by use of day labor(force account; time and materials) contract. NOW, THEREFORE BE IT RESOLVED, that the County Board of Supervisors does determine that an urgent need exists for maintenance on Wildcat Creek Sedimentation Basin and its downstream channel, Richmond area.
