SUBJECT: TRANSFER OF PARK DEDICATION FUNDS TO CONTRA COSTA COUNTY PUBLIC
WORKS DEPARTMENT TO HELP FINANCE IMPROVEMENTS AT HAP MAGEE RANCH

RECOMMENDATION
AUTHORIZE the Auditor-Controller to transfer funds from the Park Dedication Trust Fund
accounts listed below to the Contra Costa County Public Works Department to help finance
improvements at three parks:

BACKGROUND /REASONS FOR RECOMMENDATIONS
The County Public Works Department requests the use of Park Dedication Funds to help
finance improvements at three parks located in the Alamo area—Hap Magee Ranch Park,
Livorna Park, and Andrew H. Young Park. This request was approved by the County
Service Area R-7A Citizens Advisory Committee at their regular meeting on February 22,
2006.
Hap Magee Ranch Park—The project includes the construction or repair of the following
items: play and picnic areas and parking, undergrounding of PG&E utilities, construction of
a dog park, renovation of the brick patio and fencing at the Cottage, and various other play
equipment and site furniture enhancements. A majority of the improvements have been
completed; the remaining improvements (patio and parking lot) are due to be started by the
Fall 2006. The total cost of the project is approximately$1.1 million. On May 18, 2004 the
Board of Supervisors approved a recommendation from the Public Works Department to
share the costs of this project equally with the Town of Danville.
Livorna Park — The project includes the construction and repair of the following items:
bulletin board, play equipment, metal benches, drinking fountains, picnic tables, barbeque
grills as well as other site furnishings and play items. This project is expected to be placed
out-to-bid in June, 2006 with construction starting in October, 2006. Total cost
(construction only) of the project is estimated at$270,000. R-7A funds.will pay the balance
of the cost of the project.
Andrew H. Young Park—The project includes the construction or repair of the following
items: pedestal and plaque, concrete table and chairs, metal bench, drinking fountain,
bulletin board as well as other site improvements. All of the work on this project will be
completed y August, 2006. Total cost of this project (construction only) is$108,000. R-7A
funds will pay the balance of the cost of the project.
Staff recommends approval of the request. There are sufficient funds in the Alamo area
Park Dedication accounts to reimburse the Public Works Department for expenses related
to the design/planning and construction of improvements to the three parks. It is the policy
of the County to utilize park dedication funds to meet local park needs and this
recommended action is consistent with that policy.
