SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a contract with Paul Branson in an amount not to exceed $31,319 to provide transportation coordinator services for the period July 1, 2006 through October 31, 2006. (Budgeted: 18% CaiWORKs (15% County, 85% Federal); 82% Older American's Act (100%Federal)) FINANCIAL IMPACT: $ 5,374 CaiWORKs Funds: 15% County; 85%Federal $25,945 Older American's Act: 100% Federal CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the children's report card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: Mr. Paul Branson provides Transportation Coordinator services to the Employment and Human Services Department (EHSD), Workforce Services Bureau (WFS) and Adult Services Bureau (ASB). Twenty percent (20%) of his time is spent providing project oversight for three California Work Opportunity and Responsibility for Kids transportation programs: Rides to Success Demand-Response BUS Service (RTS), Children's Transportation Project (CTP), and KEYS Auto Loan Program. Eighty percent (80%) of his time is spent working in partnership with Aging and Adult Services staff, transportation providers, and other agencies to identify gaps in transportation services to the elderly and disabled adult population. He coordinates with staff for the integration of transportations considerations into EHSD programs, writes grants to secure additional funds for transportation program activities, and compiles reports required by funding organizations. This contract is fora limited period of time while the department creates and recruits for a full-time County position. (#21-591-7).
