SUBJECT: APPROVE CONTRACT AMENDMENT FOR PETER INOUYE.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or designee,to execute a contract amendment with Peter
Inouye, effective February 25,2006,to increase the payment limit by$3,000 to a new payment limit of$58,500 to
allow for reimbursement of personal expenses related to the tasks associated with the consultant services outlined in
the original contract,for the period January 1,2006 through December 31,2006(no change),Countywide. (County
Stormwater Utility Area 17 Assessment Funds) (All Districts)
The amendment specification is:Add"Personal Reimbursements"clause to the executed Long Form Contract under
Special Conditions (Form L-4).

FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by County Stormwater Utility Area 17
Assessment funds.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Due to a temporary loss in permanent staff and considering the technical nature of the County's National Pollutant
Discharge Elimination System (NPDES) Permit, the County Watershed Program is understaffed and in need of
additional assistance to fulfill the many state-mandated permit provisions. Peter Inouye has been hired to cover for
an employee on long-term disability leave. Mr.Inouye has extensive experience in the preparation of state-required
Annual Reports to the Regional Water Quality Control Board. Mr. Inouye continues to be a valuable asset to the
Watershed Program,and the existing Long Form Contract was executed to secure his assistance through December
2006.
Peter Inouye may be required to incur monetary costs on behalf of the County to adequately fulfill his duties to the
County Watershed Program,but currently would not be able to recover these costs without this contract amendment.
The amendment will allow for the reimbursement of all personal expenses that are approved by the Contractor's
supervisor and directly related to the tasks performed in the contract.
CONSEQUENCES OF NEGATIVE ACTION:
If the contract amendment is not approved, Peter Inouye may be unable to adequately fulfill all the requirements
of the County's NPDES Permit and have difficulty sustaining the quality of the existing education and non-point
source pollution prevention programs.
