I SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Resolution No. 2006/ approving approving and authorizing the County Probation Officer, or designee, to apply for and acce funding from the Corrections Standards Authority (CSA) in the amount of $58,431 for the Juvenile Accountability Block Grant (JABG) for the period July 1, 2006 through June 30, 2007. FISCAL IMPACT: $58,431 is available to Contra Costa County through the Juvenile Accountability Block Grant. There is a ten percent cash match requirement that will be met utilizing existing Probation Department resources. BACKGROUND: The Juvenile Accountability Block Grant program is based on Title III of H. R. 3, the JAIBG Act of 1997, as passed by the United States House of Representatives on May 8, 1997. The Department of Justice Authorization Act for FY 2003 (Public Law 107-273), signed into law on November 2, 2002, revises and renames the Juvenile Accountability Incentive Block Grant (JAIBG) to the Juvenile Accountability Block Grant (JABG), and places it under Title II of the Omnibus Crime Control and Safe Streets Act. The total allocation of $2,737,616 to the State is to enable units of local government to promote greater accountability of juvenile offenders in the Juvenile Justice System. Contra Costa County's portion of this allocation is $58,431. It is the intent of the Probation Department to utilize the JABG funding toward the continuation of collaborative efforts of the East County Juvenile Drug Court program and would partially fund one (1) Deputy Probation Officer position. NOW, THEREFORE, BE IT RESOLVED that the County Probation. Officer of the County of Contra Costa, Lionel D. Chatman, is authorized, on its own behalf, to submit the attached proposal to CSA, and is authorized to sign and approve on behalf of the Board of Supervisors of County of Contra Costa, the attached Grant Award Agreement including any extensions or amendments thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching fiends required for said project (including any amendment thereof) under the program and the funding terms and conditions of the CSA, and that the cash match will be appropriated as required. It is agreed that any liability arising out of the performance of this grant award agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and the CSA disclaim responsibility for any such liability. BE IT FURTHER RESOLVED.that Grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
