SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION (S):
CORRECT board action of May 9, 2006 (Item C.48) authorizing the Community Services
Director, or designee, to temporarily close part-day, part-year pre-school classrooms during
the low-enrollment summer period effective May 24, 2006 and adopt Position Adjustment
Resolution No. 2006/268 to abolish and re-establish specified project positions in
accordance with a specified timeline, to change the position numbers to reflect actual
positions being abolished and re-established. (All Districts)
FINANCIAL IMPACT:
These positions are funded by the U.S. Department of Health and Human Services,
Administration for Children and Families (ACF). In order to keep expenditures within
available funding and to keep staffing at the level necessary for efficient operations, it is
necessary to abolish and re-establish the positions described in Attachment A-1 on the
dates indicated. This action is being taken in compliance with the funding requirements of
the Head Start grant and has no adverse financial impact on the Department.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department's Head Start program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable, and Nurturing". These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, and
health services to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Since 1965, with the exception of FY 2002, the Community Services Head Start Program,
in accordance with funding source regulations, suspends part-day operations during low-
enrollment summer months. This year, the Department proposes to close part-day Head
Start classrooms during low-enrollment summer months beginning May 24, 2006 and
implement corresponding staff layoffs. Because of additional federal requirements, several
staff will continue working to complete related assignments through June 30, 2006. The
position numbers reflected in the original May 9, 2006 Board Order wpfe n correct. The
purpose of this Board Order is to correct the May 9, 2006 Board Or r o lect to correct
position numbers.
