THE BOARD OF SUPERVISORS OF

Adopted this Order on June 6, 2006, by the following vote:

SUBJ: RELISTED to undetermined date to adopt Position Adjustment Resolution No. 20029 to
establish the classes of Clinical Laboratory Technician I, Clinical Laboratory Technician
11, Clinical Laboratory Technician III (all Represented); allocate them on the Salary
Schedule; transition 16 specified positions into the class of Clinical Laboratory
Technician 1I; and add two Clinical Laboratory Technician I positions, one Clinical
Laboratory Technician 11 position and one Clinical Laboratory Technician III position in
the Health Services Department, as recommended by the Assistant County
Administrator-Human Resources Director.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution#20029 to ESTABLISH the classifications of Clinical Laboratory Technician I
ALLOCATE salary to QT5-1035;Clinical Laboratory Technician II ALLOCATE Salary to QT5-1084;Clinical
Laboratory Technician III ALLOCATE salary to QT5-1134;TRANSITION the attached list of positions into the
classification of Clinical Laboratory Technician II;
ADD four full-time positions as follows:
two(2)Clinical Laboratory Technician I(VJWA)
one(1)Clinical Laboratory Technician II(VJVA)
one(1)Clinical Laboratory Technician III(VJTA)
FISCAL IMPACT:
The cost associated with adding four full-time Clinical Laboratory Technician positions are FQHC funded and would
result in no net County cost. The actual annual cost, $88,000.00 would be the benefit cost only, estimated at 38%.
The salary cost would be offset by reductions in the use of temporary staff and overtime.
BACKGROUND:
The Health Services Department is requesting to establish and add positions to the Clinical Laboratory Technician
series. Incumbents in the classification of Laboratory Technician who are assigned to the hospital laboratory will be
transitioned to the new classification of Clinical Laboratory Technician II with no salary change. The Laboratory
Technician's assigned to the Public Health laboratory will be transitioned later to a new classification.
® The request to add both positions and additional levels to the Laboratory Technician classification would address
the Departments recruitment and retention concerns, allow employees promotional opportunities and assist with the
growing workload in the laboratory.
yCurrently there are 20 authorized Laboratory Technician positions, including four vacancies. The Department has
experienced difficulty in recruiting qualified candidates to meet the ever growing workload in the laboratory. The
{-tiy volume of work has steadily increased since 2001. To meet workload needs,the Department is utilizing temporary
staff. A recent recruitment produced a minimal number of candidates to fill department vacancies. The Department
— also has retention concerns as many of their employees have acquired positions outside of the county that offer
both a salary increase and promotional opportunities.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted,the Clinical Laboratory will continue to utilize temporary staff to meet workload
needs and loose qualified technicians to outside organizations as retention issues will continue.
