RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director, or designee, to
execute contracts for continuing Head Start / Early Head Start program services
for the period July 1, 2006 through June 30, 2007. (Budgeted, 100% Federal
funds) (All Districts)

FINANCIAL IMPACT:
These contracts are funded by the U.S. Department of Health and Human
Services Administration for Children and Families (ACF). Funding for these
contracts is included in the Department's proposed 2006-07 budget. There is no
net County cost,to these contracts.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department's Child Care program supports two of
Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 13, 2005 the Board approved and authorized submission of the 2006
Head Start and Early Head Start Continuation Grant applications to continue Head Start
program services to program eligible children and their families for the period January 1,
2006 through December 31, 2006. These contracts are with community partners and
supplement the, services provided by the Department at its 19 centers county-wide.
Approval of the contracts listed above will allow for continuing Head Start/ Early Head
Start program services to program eligible children residing in Contra Costa County.
