SUBJECT: Amendment to increase the contract payment limit with the Child Abuse Prevention Council of
Contra Costa to provide child abuse prevention services and advocacy.

APPROVE AND AUTHORIZE the Interim Employment and Human Services Director, or designee, to
execute a contract amendment with the Child Abuse Prevention Council of Contra Costa, effective May 1, 2006
to increase the payment limit by $10,000 to a new payment limit of$50,000 with no change in the term of July
1, 2006 through June 30, 2006 to provide child abuse prevention services and advocacy.

CHILDREN'S IMPACT STATEMENT:
The contract will support all five of the community outcomes: 1) "Children Ready for and Succeeding in
School", 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 3) "Families that are
Economically Self Sufficient", 4) "Families that are Safe, Stable and Nurturing", and 5)"Communities that are
Safe and Provide a:High Quality of Life for Children and Families"by community education and advocacy.
Expected program outcomes are reduced child abuse and neglect; reduced incidences of domestic violence; and,
improved parental stress management.
RAC'KGROUNDs
The funding sources of Child Abuse Prevention, Intervention and Treatment (CAPIT)AB 1733 and Community
Based Family Resources, W& I Code Section 18962, require the support of the local Child Abuse Prevention
Council.
The Child Abuse Prevention Council of Contra Costa was established to coordinate the community's effort to
prevent child abuse. The Council is an invaluable asset to the dissemination of information in the efforts of the
FACT Committee to address the issues of child abuse. Services include information and referral related to child
abuse prevention and treatment,professional trainings and community workshops, coordination of the Child
Abuse Review committee and its subcommittees to improve and ensure services to victims and families, a
public lending library of books, video tapes and educational materials on child abuse issues, and advocacy for
child welfare.
The contract amendment for additional funding will allow increased child abuse prevention services and
advocacy in Contra Costa County.
