Costa FROM: Danna Fabella, Interim Director ' County Employment and Human Services Department °�s; cos y A cK� DATE: June 19,2006 SUBJECT: Staff to the Familyand Children's Trust FACT Committee ' (FACT) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Interim Employment &Human Services Director, or designee, to execute a contract with Ms. Mary Kay Miller in the amount of$62,400 for staff support to the Family and Children's Trust(FACT) Committee and Child Abuse Prevention, Intervention and Treatment (CAPIT) funding coordination to the Child Welfare Redesign Steering Committee for the period from July 1, 2006 through June30, 2007. (#21-029) FINANCIAL, IMPACT: $32,400 EHSD Administrative Overhead; 20% County, 40% State, 40% Federal. $29,485 Child Abuse Prevention, Intervention and Treatment(CAPIT), AB 1733 Administration Allocation; 100% State. $515 Birth Certificate Fund, AB 2994; 100% County. RACKGROUND: The significant volume of coordination and communication required for the staffing of volunteer committees necessitates dedicated support. Ms. Miller provides the technical expertise essential to successful complex contract performance review, service provision monitoring, needs assessment and public bid processes entered into by FACT. FACT administers funds from Child Abuse Prevention Intervention and Treatment (CAPIT) AB 1733; Birth Certificate Fund AB 2994; Ann Adler Family and Children's Trust Fund; Community-Based Family Resource Funds; and Child Care Affordability Funds. Ms. Miller's knowledge of the legislative obligations and responsibilities, community needs, gaps in service and fiscal impact make her invaluable to the committees and the Department. Ms. Miller, as an independent contractor,working 28 to 32 hours weekly,provides the Department and the FACT Committee with assessment of pending and enacted legislation relating to child abuse prevention, intervention, and tre-atment; attends advisory committee meetings, such as the FACT and Child Welfare Redesign committees; and provides the Department with technical assistance and service gaps analysis. The Department will evaluate the continuing need for these services to determine how best.to provide them.
