SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract with Catholic Charities of the East Bay in an amount not to exceed $90,618 to provide Early Childhood Job Training Services to assist limited English proficient Ca1WORKs recipients in obtaining education and certification necessary to advance in the field of Early Childhood Education for the period of July 1, 2006 through June 30, 2007. FINANCIAL IMPACT, $90,618 100% Ca1WORKs; 85%Federal, 15% County. CHILDREN'S IMPACT STATEMENT* This contract directly supports three of the five community outcomes identified in the Contra Costa County Children's Report Card: 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and Nurturing"; 5) `"Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing limited English proficient individuals education, training,tutoring, and employment skills to advance within the Early Childhood Education field. RACKGRnTTND• The Early Childhood Job Training Project (ECJTP) is designed to assist entry level limited English proficient workers in obtaining the education and certifications needed to advance within the Early Childhood Education field. Participation in this program will give immigrant workers the education and skills necessary to avoid remaining in minimum wage jobs without the opportunity for advancement. Following participation in ECJTP services,participants will have the skills to advance up the career ladder into jobs offering higher salaries,job security, and benefits sufficient to keep them independent of subsidized employment. Catholic Charities will collaborate with the Contra Costa Community College, West Contra Costa Adult School, and Careers with Children Training Program at the Balboa Head Start School in Richmond (a program operated by Contra Costa County Office of Education Regional Occupational Program) to provide Early Childhood Education and Child Development training and certifications.
