SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RFCOMMENDED ACTION: APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract amendment with Sherry Ruffini, effective June 30, 2006, to increase the payment limit by 26,666 to a new payment limit of$66,186 and to extend the term from June 30, 2006 to October 31, 2006 for services in coordinating and directing the Welcome Home Baby Program. (Budgeted: Administrative Overhead; 20% County; 40% State; 40% Federal) (All Districts) FINANCIAL IMPACT: $66,186: Administrative Overhead Costs; 20% County; 40% State Funds; 40%Federal Funds CHILDREN'S IMPACT STATEMENT: This contract supports two of the community outcomes established in the Children's Report Card: 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe, Stable and Nurturing"; by providing support and training to first-time parents. BACKGROUND: The Welcome Home Baby Program (WHB), an early intervention and prevention program for families with children ages 0-3 years, provides in-home visitation services for all first-time parents. Services include assessing early prenatal care, supporting parent-child bonding and nurturing interactions, regular preventive medical and dental care, improved health and child safety practices, and family planning support and referral to other community support services. Ms. Rufini provides WHB oversight, which includes strategic planning, coordination with other county department and community-based organization, monitoring on-going program services, and developing funding and marketing opportunities to support the WHB. This contract is for a limited period of time while the Department evaluates the continuing need for these services to determine how best to provide them.
