SUBJECT: Contract Amendment with Family Stress Center �p 2—
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a
contract amendment with Family Stress Center effective June 30, 2006 to increase the payment limit by$25,000
to a new payment limit of$85,000 and to extend the contract term from June 30, 2006 to September 30, 2006 to
provide additional Out-of-School Youth and Foster Youth Case Management Services. (Budgeted: 100%
Federal Workforce Investment Act) (All Districts)

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: "Children
and Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe, Stable and Nurturing";
and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing
job training and job assistance to Out-of-School Youth.
BACKGROUND*
In August 2005, the Employment and Human Services Department, on behalf of the Workforce Development
Board of Contra Costa(WDB), issued Request for Interest (RFI) #269 for case management services to eligible
out-of-school and foster youth in West Contra Costa County. A panel of independent raters reviewed and
ranked the proposals submitted in response to RFI#269 and recommendations for funding were made to the
Youth Council. The Youth Council approved Family Stress Center services providers. The WDB approved the
Youth Council's recommendation to award the contract. Family Stress Center will employ one case manager
dedicated to provide services to out-of-school and foster youth ages 16-21 in West County. Services under
these contracts include vocational assessment,job and apprenticeship placements, employment credentialing,
career preparation services,job retention support, mentoring and individualized program planning. (18-116-1)
