SUBJECT: APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or
designee, to execute a contract with Contra Costa Federal Credit Union in the amount of$90,000
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a
contract with Contra Costa Federal Credit Union in an amount not to exceed $90,000 to provide auto loan
services for the KEYS Auto Loan Program for the period July 1, 2006 through June 30, 2007, and authorize the
inclusion of a mutual indemnification clause within the contract. (Budgeted: 100%Metropolitan
Transportation Commission Low Income Flexible Transportation Program Grant) (All Districts)
FINANCIAL IMPACT:
$90,000: 100%Metropolitan Transportation Commission Low Income Flexible Transportation Grant.
CHILDREN'S IMPACT STATEMENT*
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing transportation services to Ca1WORKs recipients.
RACKGROUND:
The Employment and Human Services Department (EHSD) created a KEYS Auto Loan Program for
Ca1WORKs participants who need a personal automobile to complete their transition to self-sufficiency and to
support the Contra Costa County Welfare to Work Transportation Action Plan approved by the Board of
Supervisors in May 1999. The KEYS Auto Loan Program targets Ca1WORKs participants and in coordination
with Contra Costa Federal Credit Union, provides automobile loans for participants who meet loan criteria. The
program is successful at helping participating Ca1WORKs clients remain employed and well on the road to self-
sufficiency. (21-856-5)
