SUBJECT: Apply for and Accept Zellerbach Family Foundation Grant Funds in the amount of
$150,000.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION;
APPROVE and AUTHORIZE the Interim Employment and Human Servicse Director, or designee, to apply
for and accept grant funds from the Zellerbach Family Foundation in the amount of$150,000 for the Shared
Family Care for Young Mothers in Foster Care Project for the period June 2006 through June 2008.
FINANCIAL IMPACT:
County to receive $150,000 over a two-year period from Zellerbach Family Foundation. No county match.
CHILDREN'S IMPACT STATEMENT;
The funding will support three of the five community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; and, 4) "Families that are Safe, Stable and Nurturing".
BACKGROUND:
The grant funds will be used to implement a new program, Shared Family Care for Young Mothers in
Foster Care Project, for pregnant and parenting teens, which will be based on the Shared Family Care
(SFC) program. SFC is an innovative approach to helping families achieve permanency for their children
and move toward self-sufficiency. Unlike traditional child welfare services, SFC involves the placement of
entire families in the homes of community members who mentor the families and help them obtain the
skills and resources they need to achieve these goals.
EHSD will place young women and their children in homes of community members who have been
specifically trained to mentor the target population. The goal is for young mothers to obtain the skills and
resources necessary to move toward self-sufficiency. The pregnant and parenting teens will be given
comprehensive services to meet their needs, increase their social and life skills, as well as, connect them to
community supports for ongoing/future relationships.
EHSD will identify and train foster parents/homes and will identify former foster youth who parented as teens
to assist in developing the foster homes and in recruiting the pregnant or parenting foster youth. The former
foster youth are in a unique position to share their experiences and will empower the teens to succeed as they
move on and transition to successful adulthood.
