The following people presented testimony: Mike Weinberg, Service Employees International Union, Local 535, informing the Board of a proposed strike on June 27, 2006 and urging the Board to direct staff to bargain in good faith towards a contract that is more commensurate with the employers' ability to provide fair wages and benefits to its employees. As an employer, the County has a history of providing fair wages and decent benefits to its employees. Given our history of cooperation, we are shocked.at the prospect of a strike at Contra Costa County. While the County's current fiscal needs are no secret, we are extremely disappointed that the County insists on a two year wage freeze, decreases in benefits for injured workers, retiree medical benefits and pension benefits with increases in health care co-pays, while offering miserly wage increases of 0-0-1%-2% over 4 years. With the rapidly rising costs of housing, utilities, gas and food, these demands that the County is making of it's workers amounts to a huge pay cut.. We are concerned that Contra Costa County, which has been a.leader in the community,by providing fair wages and benefits to'employees, is now using the ill-conceived notions of fringe conservative groups, who do not represent the vast majority of Contra Costa constituents, and changes in public sector accounting guidelines which affect every public jurisdiction in the nation, as justification to drive down the wages and benefits of Contra Costa County employees. The labor community believes that an employer of Contra Costa's standing can and should do better. We encourage the Board of Supervisors to direct staff to bargain in good faith toward a contract that is more commensurate with the employer's ability to provide fair wages and benefits to its employees, consistent with the concessions that the workers are prepared to make. The residents of Contra.Costa County have been rewarded with workers who perform their duties at a high standard making the County a well-respected public agency that provides excellent services to County residents. We believe that the County can and should find ways to reward its workers, especially when workers are prepared to make sacrifices to ensure that the County can continue to provide a high level of service to the public. This is a far more reasonable approach to negotiations than the current bargaining strategy, which is bringing us close to a strike. If there is a strike, the County has failed. County employees will lose much needed revenue and the citizens will pay the ultimate.price with the interruption of.vital services. Cullen, she has concerns regarding the interruption of service to file County facility C-Mn Aflen Youth Facility (OAYF) in Byron. Your facility has been serviced byj the Byron Sanitary District (BD) since 1959. This District has never had to be concerned about an interruption in services to any of our customers. However. by Supervisor Piepho's letter writing; campaign, apparent disagreement with L AFCQ recommendations for IBSD's annexation. of O AYF, and nor.- communication with this District, brings to my mind, perhaps some of the other members of the Board are not as informed as the;.- would like to be regarding BSD. 1t would be my pleasure to appear before the Board of Supervisors, if they fG--1 it is necessary, to discuss the concerns regarding the progress with the Water Quality Control Board, service to GAYF and fixture expansion plans for the District. Pieplra 5 April 2006 Regional Water Board staff has held two meetingswith BSD representatives since August 2005. The first (on 4 October 2005) was attended by BSD's engineering consultant, the Department of Health Services District Engineer, and a representativc of the Unimin Sand Mime in Byron. The purpose of the nneeting was to discuss potential wastewater reclamation options that: BSD had identified as alternatives to the DBCSD connection, and to ensure that all parties were aware of regulatory requirements associated with wastewater reclamation. Mr. List and Ms. Olson acain reiterated that BSD must comply w rvith the Time Schedule Order. Y NIs. Olson subsequently spoke to you by telephone in October 20105 and informed you of the;meeting, BSD's stated pians, and Regional Water Board staff's perspective. At that tine, lvfs. Olson agreed to keep you apprised of any newwr developments and added you to the interested parties list to ensure that you mill receive copies of all outgoing Regional Water Beard correspondence related to Byron Sanitary District. The letter thus generated on behalf of Discovery Bay Community Services District with regard to her concerns of services for the Orin Allen Youth Facility. 1 apologize for any delay <h ith regards to the correspondence from our District. The letter addresses her concerns regarding the R-yron Smitary District s compliance with the California Regional Water Quality Control Board's (SWC?CB:) Notice of Violation and the County's imperativeness to be prepared to keep the County facilities in full operation. As indicated in our letter dated November 10, 20105 to Mr. Sweeten.(enclosed)the District does not anticipate any interruption of se7�&e to your facility at any time. The District has served your facility under contract singe 1959 and I do riot believe has ever experienced an interruption in services. Though the District has not reached the level of compliance previously requested by the SWQCB rive continue to work closely with the. Water Quality Control Boards staff to resolve they issues of expansion and. upgrades to our current facilities- Supervisor Piepho has received a lengthy correspondence from the State Water Quah- Control Board regarding the compliance issues and appears to be unsatisfied with their response to her previous correspondence. The BSD is undertaking this effort, both. as a response to requirements issued by the Regional Water Quality Control Board, Central Valley, and upgrading our system for anticipated growth and changes to this community over the next twenty years. The Byron Boys Ranch has been an important customer of the BSD since: the origijnal agreement was approved on July 13, 1959, subsequently amended in 1966, 1967 and 1975. The current,agreement, dated July 1:;, 1979 consolidated the: prior agreements. We have provided uninterrupted service for the past 40 plus years and f do believe:that any of our customers will not have to be deal with an interruption in service in the future. In addition to this request I previously made contact with administrative personnel at the Boys Ranch and brought to their attention a. problem I felt should be investigated and was informed the problem would be addressed. Our Engineering Firm and I reviewed the area and it remains unresolved. At our latest inspection, Dauwalder Engineering Consultant personally inspected the line and determined that the source of the problem appears to be a possible overflow as evidenced by the deteriorated standpipe.
