SUBJECT: Contract with First Place Fund for Youth for Transitional Housing Assistance for Emancipated
Youth.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
with First Place Fund for Youth, in an amount not to exceed $172,800 to provide Transitional Housing
Assistance for Emancipated Youth for the period of July 1, 2006 through June 30, 2007.
FINANCIAL IMPACT:
No County Costs. $172,800; State Transitional Housing Program—Plus Funding.

,DRFN'S IMPACT STATEMENT:
The Transitional Housing Programs support four of the five of County's community outcomes: "Children and
Youth Healthy and Preparing for Productive Adulthood"; "Families that are Economically Self Sufficient";
"Families that are Safe, Stable and Nurturing"; and"Communities that are Safe and Provide a High Quality of
Life for Children and Families".
RACKGROIJNDe
First Place Fund for Youth(FPF) provides Transitional Housing Program—Plus support services to
emancipated foster youth up to age 21 who have been referred by staff at the Independent Living Skills Program
(ILSP). AB427 enabled the State to announce the availability of THP-Plus funds to counties who were
interested in providing transitional housing services to emancipating foster youth. The State program offers
counties, through the California Department of Social Services (DSS), 40%reimbursement of their transitional
housing program costs for emancipated foster youth. So far, nine counties have been approved to participate in
this program. With the approved plan, EHSD is able to utilize the private foundation funds raised by FPF as the
required 60%match. Under this program, the DSS will fund 40% of the Transitional Housing Program (THP)—
Plus services contract costs. FPF will fund the 60%non-federal required match from funds raised from private
sources. FPF intends to increase transitional housing space for youth in fiscal year 2006/2007 by obtaining
additional apartments in West County. This Board Order will authorize EHSD, through a contract with FPF, to
participate in the State's THP-Plus. Participation in this State program will allow EHSD to claim a portion of
the costs of transitional housing services to emancipated foster youth, ultimately providing for the ability to
expand these vital services. (#21-243-2)
