SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract Amendment Agreement#74-142-6 with Seneca Residential and
Day Treatment Center, Inc., a non-profit corporation, effective January 1, 2006, to amend Contract
#74-142-5, to increase the payment limit by $371,182, from $354,118 to a new payment limit of
$725,300, with no change in the original term of July 1, 2005 through June 30, 2006, and to add
an automatic extension through December 31, 2006 in an amount not to exceed $362,650.
FISCAL IMPACT:
This Contract is funded by 42% Federal Medi-Cal (FFP), 42% State Early and Periodic Screening,
Diagnosis, and Treatment (EPSDT), 12% State Community Treatment Facility (CTF), and 3%
Mental Health Realignment.
BACKGROUND/REASON(S) FOR RECOMMENDATIONN:
On December 6, 2005, the Board of Supervisors approved Contract #74-142-5 with Seneca
Residential and Day Treatment Center, Inc., for the period from July 1, 2005 through June 30,
2006, for the provision of residential intensive day treatment services at County's Oak Grove
Community Treatment Facility.
Approval of Contract Amendment Agreement #74-142-6 will allow the Contractor to provide
additional services, including EPSDT treatment services on weekends through June 30, 2006.

The State Department of Mental Health has been working
Health Division to establish a collaboration with the County's Nernst
seriously emotionally disturbed adolescents at CouRnty's Oak Grove Communiential Intensive Day tyTreatnient Faciltment Services ity.rY I><ty.
Seneca Center is a locked residential facility,for the C-Ouuty's most seriously emotionally disturbed
adolescents. The 2005/2006 contract changed from a cost based contract to a fee-for-service
contract. It became necessary to add funds to include weekend services due to the medical acuity of
the clients being served at this facility.
BENEFIT OF CONTRA COSTA COUNTY-
Approval of this.retroactive contract amendment will allow for the Contractor to continue providing
Intensive Day Treatment services,medication support and mental health services to County-referred
SED adolescents who are part of the certified class mandated to receive them.
AUTHORIZATION OF SERVICES:
These services were requestedlauthorized by the Mental Health Director,pursuant to the California
Welfare and Institutions Code, under the Bronzon-McCorquodaale Act,W&I Section 5608.
