SUBJECT: CONTRACT RENEWALS FOR CURRENT PLANNING ASSISTANCE SERVICES

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Community Development Director, or his designee,
to execute contract renewals with the following individuals or entities for specialized
land use planning services from July 1, 2006 through June 30, 2007:
Christine Gregory, in the amount not to exceed $78,000
Darwin Myers Associates, in the amount not to exceed $78,000
Donna Allen, in the amount not to exceed $72,000
FISCAL IMPACT
None to the General Fund. The cost is covered by revenue received from land
development application fees paid by developers and applicants.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department uses contract planning services
to augment or decrease staff needs in relation to the rise or decline in the
economy tfI at affects work flow within land development. Contract
planning services are used for specialized projects such as developing
and monitoring the Alcoholic Beverage Sales Ordinance or for more
complex land use projects. It is not possible to utilize permanent staff for
these types of projects due to the existing workloads of 35-40 applications
per planner,. These contract planning services are essentially retainer
contracts which allow us to call on persons with specialized skills and
knowledge las needed to review and process special types of land use
applications.
