COUNTY DATE: June 20, 2006 ' SUBJECT: P300#20066 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20066 to CANCEL: three vacant Clerk Experienced Level (REPRESENTED) (JWXB) positions and three vacant Clerk Senior Level (REPRESENTED) (JWXC) positions; ADD four Accounting Technician (REPRESENTED) (JD7A) in the Department of Child Support Services. FISCAL IMPACT: The positions are 100% funded by the State. BACKGROUND: On August 1, 2006, the State is implementing the California Child Support Automation System. The Child Support Directors Association has been working in conjunction with the California Department of Child Support Services and Cooperative Personnel Services regarding the Business Process Transition Plan for the new system. The Plan has identified four (4) Centralized Financial Workers (CFW) at minimum would be necessary to perform the financial activities in anticipation of problems/challenges from the new system. The duties and responsibilities of the CFW will include: research and resolution of escalated customer service- financial inquiries; research and release of designated suspended collections; adjustment of statewide collections; and the maintenance of disbursements, refunds and statewide allocation. Cooperative Personnel Services conducted a study in December 2005 and concluded that this position would require at minimal, a skill set of an Accounting Technician or Child Support Specialist 111. Staff has reviewed the duties that will be performed by the CFW and determined it is appropriate to classify these positions at the Accounting Technician level. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the department will not have adequate staffing to perform the financial activities mandated by the California Department of Child Support Services.
