SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20073 to ADD five (5) Environmental Health
Technician (REPRESENTED) (VL7A) positions in the Health Services Department.
FISCAL IMPACT:
The cost associated with this action is $331,810 annually and 100% funding will be provided by the
Solid Waste Program.
BACKGROUND:
The Health Services Department has requested to add five Environmental Health Technician
positions in the Environmental Health Division.
The County Administrator's Office, Public Works and Community Development have requested
Environmental Health to increase its enforcement capabilities of illegal dumping and mandatory
garbage subscription problems in unincorporated areas of the County.
Environmental Health is reorganizing the workload from three districts to five in an effort to increase
response time to the complaints. The new positions will be assigned to cover the five districts.
Currently, there are three Environmental Health Technicians that are assigned to investigate and
abate nuisance complaints about solid waste on properties, animal and human wastes, and review of
annual waste exemption permits. At current staffing levels, the department is unable to increase
enforcement capabilities and respond timely to illegal dumping.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not be able to respond timely to the complaints and
manage the workload.
