FISCAL IMPACT: This action is 100% funded and no longer linked to project funding. BACKGROUND: Health Services Personnel has requested to transfer a Substance Abuse Counselor-Project position to the merit system. This position is located in the Alcohol and Other Drugs Division of the Health Services Department. The Substance Abuse Counselor position was cut due to the budget reductions in 2004. The incumbent previously assigned to the position was appointed temporarily on July 1, 2004 to assist with staffing needs in the Discovery House, a 24/7 substance abuse treatment facility. On April 12, 2005, the incumbent was rehired as a Substance Abuse Counselor-Project. The incumbent was appointed from an eligible list to a permanent position as a Substance Abuse Counselor on March 15, 1999. Therefore, it is appropriate to transfer the project position to the merit system pursuant with PMR Section 1603 Transfer of Project Positions. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the position will not be appropriately classified.
