Paul Branson, Transportation Coordinator 40 Douglas Drive • Martinez, CA 94553 (925) 313-1702 pbranson@ehsd.cccounty.us C S A C 2006 Challenge Awards Ward to 5o, Contra Costa( A GUIDE TO TRANSPORTATION RESOURCES IN CONTRA COSTA COUNTY Overview: We created a single source senior transportation guide, designed to help residents easily find the transportation resources available to them anywhere in Contra Costa County. Problem: Our County has four major transit providers that operate in different regions and a rail carrier that connects some of the areas. As one of the counties with the fastest aging population in the state, transportation options are critical to our older adults. A recent Long Term Care Integration Project's study found "the transportation system for seniors and adults with disabilities in Contra Costa County to be very complex and frag- mented: We needed an information guide that would make the system easy to under- stand not only for seniorsgrrlz and those with disabilities, R C but for the entire population. Solution: We created _ L o� a guide that provided `' transportation information that crossed transit companies' boundaries and - 12 incorporated community } based transportation w "=' operators and I 5 r:Ju .' - -- w• paratransit companies. The information was organixed by community with links to broader transportation resources. This format makes it easy for the readers to find out what is available to them in their community and beyond. The guide provides contact information and areas of operation rather than price and schedule. This format enables the guide to be useful over time, through many schedule and fare changes. The guide also outlines requirements for a variety of community programs. i We created the guide in an informational format that can easily be duplicated by other agencies and communities. i 4 3 Access to an electronic version was put on the Aging&Adult Services website in English and Spanish. (htip://ehsd.org/ehs000.html) This project was funded with $25,000 in (one time only) Older.Americans Act funds. Research and data collection were provided by Aging&Adult Services staff. Layout, design and photography were provided by the Public Information Officer of the Employment & Human Services Department. We printed 27,000 copies in English and 5,000 in Spanish. Distribution was made by county staff, the Information &Assistance office, senior centers and senior housing locations. Results: As expected, the guide was enthusiastically received by seniors, people with disabilities and the community at large. We continue to receive praise and anecdotal evidence of the guide's value from seniors and the agencies that support them. We knew we were filling a gap by producing a comprehensive transportation guide for the county. We didn't expect the added bonus we are receiving by listing the community based transportation programs city by city. While the information is accurate and complete, some communities are only served by the local public transit operator. Since the publication of the guide, several cities have asked for assistance in setting up their own senior transportation programs. ' i Prograw/Project Title: 2006 CSAC Challenge Award Program Contra Costa County Collision Geocoding Software Overview The "Contra Costa County Collision Geocoding Software" enables local governments to automate the mapping of collision records from the California Highway Patrol's(CHP) Statewide Integrated Traffic Records System(SWITRS)database. The Problem or Challenge The SWITRS is maintained by the CHP. It contains all automobile related collisions with pedestrians, bicycles, fixed objects and other automobiles. The data provides substantial information about each collision, age of individuals involved, location, date, time of day, etc. This is the best data source for collision information for local agencies such as Contra Costa County. However, the usefulness of the data is significantly hampered by the fact that the geographic location of each collision is stored in a proprietary or atypical format that is difficult and expensive to map. Contra Costa County has had to rely on commercial software packages that are expensive,require ongoing maintenance and produce data in a form that is difficult to share with all potential users. Until the CI-IP and more local law enforcement agencies begin using Geographic Position System(GPS)equipment in their collision reporting procedures, local agencies such as Contra Costa that want to map collision data will be forced to use cumbersome commercial software packages to translate collision records into a form that can be used by mapping software. As a result, our ability to evaluate spatial relationships in collision data has been limited and public policy making that reduces exposure to collisions has been hampered. Solution The "Contra Costa County Collision Geocoding Software" produces x/y coordinates for each collision record in the SWITRS database. This information does not exist in the native data supplied from CHP. The County's mapping software can then read these collision records and map their locations. The County's software has encouraged collaboration among Public Works, Community Development, and Health Services staffers to develop plans,projects and programs that can be more effective in reducing the public's exposure to collisions. The software outputs the data in a standard database format accessible to any potential user. Unlike commercial products which house the data in a"closed system",the Contra Costa County software enables the SWITRS records to be evaluated using a variety of software applications: • ArcGIS for mapping and spatial analysis • SAS/SPSS for statistical and epidemiological reporting • Crystal Reports for tabular reporting Development of the software has also showed the benefits of having law enforcement agencies use GPS equipment in the collision reporting procedures. . i Budget/Costs/Savings Implementation of the software should save staff and consultant costs over time. This will happen by way of elimination of duplicative efforts I and payments to consultants each time a user wishes to geocode SWITRS records.In Contra Costa County,three departments access the data for differentPSPoses.Health Services for epidemiological work,CommunityDevelopment for planning PSPoses and the Public Works De artment for road operations analysis. Rather than have three departments processing the data independently, the data is processed once and stored on a network drive accessible to any County agency. Software Development Costs and Staff Time: $10,325 Realized Cost Savings: At this point, studies have not been conducted to measure savings in staff time. Costs for these departments to obtain, license and use the proprietary software would be approximately$30,000. The County's geocoding software has not been available long enough to allow evaluation of cost savings due to the public's reduced exposure to collisions. The Collision Geocoding Software will make it more feasible and cost effective for local governments to utilize this valuable data for a variety of existing and future programs related to health, safety and transportation. For these reasons the Collision Processing Software warrants the California State Association of Counties Challenge Award. Results Data Availability: This publicly available software will make it less costly for local jurisdictions to geocode this valuable dataset. For Contra Costa jurisdictions that are members of the GIS coordination group the data can be made available across the County's network. Uniform Format: The software outputs the data in a standard database format that can be read by a variety of software packages.
