FISCAL IMPACT: No impact from this update. BACKGROUND: To enhance oversight of the Community Services Department the County Administrator is conducting monthly meetings with the department to receive updates on program issues and to plan and/or authorize actions that may be needed. To ensure they remain updated regarding the status of the program, the Board of Supervisors directed the County Administrator, or his designee, to provide them with a monthly status report. Attached is the regular monthly report on the operations of the Community Services Department. This report includes updates on the activities of the Policy Council, personnel issues, fiscal and audit reports and other programmatic issues. A. Policv Council 1. The monthly Head Start Policy Council meeting was held on Wednesday, April 19th, 2006. County Administrator John Cullen attended as a guest presenter and thanked the Council for their work and expressed the County's continued support!for the Head Start program. 2. Vincent Nickelberry, Policy Council Chair, reviewed the Head Start and Early Head Start fiscal reports and the Department's Self-Assessment report. 3. Latrina Johnson was elected as the body's new Parliamentarian and presented information from the Fatherhood conference she attended in February. 4. The Male Involvement Subcommittee members and Comprehensive Services staff continued to attend center-based Parent Committee meetings throughout the county to present information about the importance of male involvement in the daily activities of our centers and in the lives of our Head Start children. B. Personnel Report Current Staffing Activities: 1. The department will be hiring into the following positions: o CSD Mental Health Clinical Supervisor (3 part-time) o Assistant Family Advocacy Manager(2 full-time) o Administrative Services Assistant III (1 full-time) o Site Supervisor I (2 full-time) . 2. The personnel unit has hired a Human Resources Specialist,Nancy Berg, on contract to assist in recruitment, hiring, pre-screening and retention. Additionally,Nancy will assist personnel with "Employees Leaves" including FMLA, Worker's Comp, absenteeism, and so on. 3. Negotiations for Local One Unit Table for Teachers (Line Staff) met on April 19th and again on May 3` d. The Site Supervisors Unit Table met on May 8th. Some progress was made with both tables and proposals are being reviewed. 2.Our new Labor-Management, which has chosen the name "Community Action Team for Success (C.A.T.S.)", met on May 9th and moved forward with signing the charter for the group. The Team will be actively soliciting input from staff regarding issues that concern them. C. Fiscal and Audit Reports 1. The accounting firm, Caporicci & Larson, will conduct the annual audit of the Department's Child Development Programs for fiscal year ending June 30, 2006. An independent auditor's report is expected to be completed and mailed to the State on or before the due date of December 15, 2006. 2. The Department submitted its 3rd quarter Fiscal and Attendance Reports to the State's Child Development Department on April 20, 2006. D. Licensing._Issues i 1. Community Care licensing conducted their annual review of the Brookside facility on May 17, 2006. They reviewed files, staff child ratios, sign in logs and head count records and everything was in order. They also verified that the facility met health and safety guidelines, was well equipped, and secure.. It was an overall outstanding review with one exception. The four staff that open and close the facility were not current on their CPR training. They are scheduled for the training on May 19, 2006 and the facility will be in full compliance. E. Special Projects/Activities 1. On May 16, 2006, Contra Costa County Community Service Department hosted a State wide conference for programs who are participating in the Western Gardener's Association/Califorma Head Start Association [CHSA] Gardening Project. Ed Condon from CHSA facilitated the conference. Head Start participants from Marin, Placerville,Shasta and Merced County attended the conference. Our Bayo Vista child care site will be the pilot site for this project in Contra Costa County. Our Department was successful in obtaining a $2,000 grant in order to build the containers for the garden and buy gardening tools and items to document the process.
