SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the allocation of$310,000 in Fiscal Year 2005/06 Housing Opportunities for Persons with AIDS (HOPWA) funds for the Lillie Mae Jones Plaza project. FISCAL IMPACT No General Fund impact. HOPWA funds are allocated to local jurisdictions by formula, through the U.S. Department of Housing and Urban Development (HUD). The County administers these funds on behalf of the Contra Costa Urban County and the other five HUD entitlement jurisdictions. The Urban County includes the unincorporated County and,all jurisdictions except the entitlement jurisdictions — Antioch; Concord, Pittsburg, Richmond and Walnut Creek. The purpose of the Lillie Mae Jones Plaza project is to provide 21 units of multifamily rental housing affordable to and occupied by extremely low income households,including those with HIV/AIDS in Richmond and West County. Community Housing Development Corporation of North Richmond(CHDC)is the developer of the project,which involves the new construction of one,two,and three bedroom units,along with a community room and a manager's office. The Brookside Community Health Center will occupy a 4,000 square foot space on the ground floor of the building. Seven of the units will be designated as supportive housing units for the homeless and disabled. Of those units, five will be designated for persons living with HIV/AIDS. In accordance with the HOPWA regulations, CHDC will contract with the County Health Services Department Homeless Program to be the lead service agency and direct provider of services to residents of Lillie Mae Jones Plaza. HOPWA funds are recommended with the following contingencies: • Confinnation of all financing required to complete the project. • County review and approval of final development budget. • County review and approval of operating budget • Submittal of a construction budget prepared by a cost estimator • Submittal of an executed Memorandum of Understanding with the Brookside Community Health Center • Submittal of an executed services agreement with the County Health Services Department • Submittal of a market study • Submittal of quarterly progress reports If all contingencies are not met by January 1, 2007 the HOPWA funds will be recaptured. Representatives from the other five entitlement jurisdictions concur with this funding recommendation. An additional board order will be submitted at a later date to address the California Environmental Quality Act (CEQA) and request approval of legal documents.
