RECOMMENDATIONS
1. AUTHORIZE a combined Specific Plan Amendment and General Plan Amendment
study relating to the relocation of the Gale Ranch Middle School within the Dougherty
Valley Specific Plan Area.
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support for the application'to amend the General Plan and/or Specific Plan, but only
that this matter is appropriate for study.

None. If authorization is granted the applicant shall pay fees to cover the cost for the combined
General Plan Amendment and Specific Plan Amendment study.
BACKGROUND/REASONS FOR RECOMMENDATION
The Community Development Department is in receipt of a letter from Shapell Homes
requesting consideration of a study to amend both the Dougherty Valley Specific Plan and
County General Plan for the purposes of relocating the Gale Ranch Middle School from its
current location at the intersection of North Gale Ranch Road and Lilac Ridge Road to a new
location at the intersection of Bollinger Canyon Road and Monarch Road. See letter from Chris
Truebridge, Shapell Homes, dated May 9, 2006, attached as Exhibit "A". The letter from Mr.
Truebridge points out that this future middle school campus is now located across from the
street from the Coyote Creek Elementary School in a neighborhood that has been impacted by
traffic generated by the elementary school. There is a concern that the addition of a middle
school campus adjacent to the elementary school will only exacerbate already difficult school-
related traffic conditions in the neighborhood. Mr.Truebridge explains in his letter that Shapell
Homes has been in discussions with the San Ramon Valley Unified School District about
relocating the middle school campus to a new site and they have identified a preferred location
at the intersection of Bollinger Canyon Road and Monarch Road, which is presently
designated as a site for multi-family residential development within Gale Ranch portion of the
Dougherty Valley Specific Plan area. Attached along with letter from Shapell Homes is a May
10, 2006 letter from Robert Kessler, Superintendent, San Ramon Valley Unified School
District, expressing the District's support for the Board 'of Supervisors consideration of
amendments to the Dougherty Valley Specific Plan and County General Plan for the purpose
of relocating the Gale Ranch Middle School site.
The amendment proposal requested by Shapell Homes involves replacing the existing middle
school site at the intersection of North Gale Ranch Road and Lilac Ridge Road with single
family residences, relocating the middle school campus to a new site at the intersection of
Bollinger Canyon Road and Monarch Road now designated for multi-family residences, and
relocating the multi-family residence to a new location in the southerly portion of Gale Ranch
near a roadway called Ivy Springs Road. The proposal from Shapell Homes as stated in their
May 91h letter would-not result in a net increase or loss or residential units.
The proposal from Shapell Homes requires the Board's consideration of amendments to both
the Dougherty Valley Specific Plan and County General Plan. Staff recommends the Board
authorize a combined study to amend the Specific Plan and General Plan relating to the
relocation of the Gale Ranch Middle School within the Dougherty Valley Specific Plan Area,as
requested by Shapell Homes. Staff believes the proposal from Shapell Homes is.merited,and
is appropriate for study and future Board consideration. Staff also notes that the City of San
Ramon has been consulted on the proposal and they support relocation of the middle school.

Gale Ranch Middle School Relocation
Request to Initiate a General Plan Amendment
Dear Supervisor Gioia:
The San Ramon Valley Unified School District has requested that Shapell relocate the existing
approved Gale Ranch Middle School site from it's current location at the intersection of North
Gale Ranch Road/Lilac Ridge Road to the Bollinger Canyon Road/Monarch Road intersection.
The existing middle school site is located immediately adjacent to the Coyote Creek Elementary
School in a neighborhood that is significantly impacted by school related traffic in the mornings
and afternoons. The addition of a 1,100 student middle school next to the existing elementary
school would result in an unacceptable traffic situation. We strongly believe that the best
interests of all stakeholders would be best served by relocating the middle school and to that end
we have been working with the school district to find a relocation site. After significant
deliberation we believe we have found an appropriate site.
In order to accomplish this goal, the County's General Plan and the Dougherty Valley Specific
Plan will have to be amended. We respectfully request that the Board of Supervisor's direct staff
to.proceed with the analysis of the proposed General Plan Amendment required to relocate the
Gale Ranch Middle School site.
Time is of the essence since this middle school is scheduled to be open for the 2008 school year,
necessitating the initiation of construction in spring 2007. This General Plan Amendment will
also require additional County approvals including the replacement of single-family homes on
the existing middle school site, the relocation of multi-family units from the new middle school
site to a location in the southerly part of Gale Ranch. No net loss or gain of units is
contemplated or anticipated.

Dear Supervisor Goia:
The San Ramon Valley Unified School District joins with Shapell Homes in requesting that the.
Board of Supervisors direct staff to analyze the General Plan Amendment Request to relocate.the
existing Gale Ranch Middle School site from its current location adjacent to the Coyote Creek
Elementary School to the Bollinger Canyon Road/Monarch Road location.
Such a General Plan Amendment would best serve the community interest, especially the
students, parents, and Gale Ranch neighbors,by not exacerbating the significant existing traffic
congestion associated with the Coyote Creek Elementary School.
The Gale Ranch Middle School is scheduled to open in 2008 and therefore, any assistance the
Board or its staff can provide to help us meet that schedule would be much appreciated.

congested area. The City of San Ramon is in full support of the new proposed Site on the
