Walker, M.D., Director Costa Contra Costa Health Services County DATE: June 13, 2006 S'a`zou SUBJECT: Accept Supplemental Funds from the California Department of Health Services for Pandemic Influenza Preparedness and Planning 28-752 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND.JUSTIFICATION Recommendation: Approve and authorize the Health Services Director, William Walker, M.D., or his designee to accept funds in the amount of$105,347 for Contra Costa Health Services to undertake pandemic influenza emergency preparedness and response planning. These are supplemental funds allocated by the California Department of Health Services (CDHS) for the current contract year August 31, 2005 to August 30, 2006. Fiscal Impact: Approval of this application allows the County to receive an additional $105,347 to be used for pandemic influenza preparedness and planning. No county funds are required. These funds must be encum- bered by June 30, 2006 by a signed agreement between Contra Costa County and CDHS. Al- though Contra Costa will have two years to liquidate this encumbrance, any funds not encum- bered by June 30, 2006 will revert to the State General Fund. Background: The County is applying for this supplemental funding for the current contract year August 31, 2005, through August 30, 2006. With these supplemental funds we will initiate the following activities to enable Contra Costa Health Services to plan for a pandemic influenza: • Development of a local jurisdiction pandemic influenza preparedness and response plan consistent with state guidance • Public health preparedness for an influenza pandemic • Laboratory surge capacity • Coordination of healthcare surge capacity including alternate care sites • Risk communication coordination • Surveillance and epidemiological response capability • Coordination of social distancing and quarantine actions • Distribution and dispensing of antivirals and vaccines Persons in existing positions will have work assignments restructured and new activities assigned to be able to do this work. These procedures are consistent with the non-supplantation provisions of the funder.
