SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the Deputy Director Redevelopment, or his designee, to enter into a contract with the City of Oakland that authorizes the County to receive and administer$465,832 in federal funds from the Department of Housing and Urban Development, for housing and supportive services for low-income persons with HIV/AIDS. FINANCIAL IMPACT: No General Funds impact. The funds are provided to Contra Costa County from the Department of Housing and Urban Development (HUD) through the City of Oakland, as administering agent. The City of Oakland allocates the HOPWA funds between the City and counties on a fair share allocation basis. Approval of a contract with the City of Oakland will provide $465,832 to the County as administering agent on behalf of the Urban County' and other Contra Costa entitlement jurisdictions (the cities of Antioch, Concord, Pittsburg, Richmond, and Walnut Creek). These funds may be used for acquisition, rehabilitation and new construction of housing; supportive services; housing information services; and certain other housing related activities for low-income persons with HIV/AIDS. 1 The Urban County is the unincorporated ar a of the County as well as the cities of Brentwood, Clayton, Danville, EI Cerrito, Hercules, Lafayette, Martinez, Moraga, Oakley, Orinda, Pinole, Pleasant Hill, San Pablo, and San Ramon 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA AYES: Gioia,Piepho,DeSaulnier,Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None Resolution No. 2006/„?/,�l Subject: Juvenile Justice Crime Prevention Act "`�7 (Schiff-Cardenas Crime Prevention Act of 2000) ADOPT Resolution No. 2006/ approving and authorizing the County Probation Officer,or designee, to apply for and accept funds from the State of California, Corrections Standards Authority (formerly known as Board of Corrections) in the amount of $2,770,491 from the Corrections Standards Authority to continue programs designated under the Juvenile Justice Crime Prevention Act (JJCPA) program, administered by the Corrections Standard Authority. BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby authorizes County Probation Officer Lionel D. Chatman, or the Chairperson of the Board of Supervisors, to submit and/or to sign Contra Costa County's application for approval for the County's Comprehensive Multi-agency Juvenile Justice Plan and related contracts, amendments, or extensions with the State of California; and ASSURES that the County of Contra Costa's Comprehensive Multi-agency Juvenile Justice Plan has been developed, reviewed and provided t I the Corrections Standards Authority in a format determined by the Corrections Standards Authority; and ASSURES that the County of Contra Costa Board of Supervisors and the Juvenile Justice Coordinating Council have reviewed and approve the County's Comprehensive Multi-agency Juvenile Justice Plan; and IDENTIFIES the following individuals as members of the Contra Costa County Juvenile Justice Coordinating Council: John Gioia, Chair, Board of Supervisors David Coleman, III,Public Defender Danna Fabella, Acting Director, Dept. of Employment and Human Services Sandy Marsh, Children's Mental Health,Dept. of Mental Health Joe Ovick, County Superintendent of Schools Warren Rupf, Sheriff-Coroner Dave Cutaia, Chief of Police, City of Martinez, and representing the Police Chief's Association Robert Kochly, District Attorney Taalia Hasan, Executive Director, Youth Service Bureau Florence McAuley, Chair, JSPAC AGREES that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and the Corrections Standards Authority disclaim responsibility for any such liability. ASSURES that the County of Conga Costa will adhere to the requirements of the Juvenile Justice Crime Prevention Act (Chapters 353 and 475 of the Government Code) and the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, regarding the submission of the Comprehensive Multi-agency Juvenile Justice Plan application or revision, investment of allocated monies, including any interest earnings, expenditure of said funds, and the submission of required reports to the Corrections Standards Authority.
