II. FINANCIAL IMPACT: There is no negative impact on the General Fund.The Airport Enterprise Fund could realize lease and other revenues and the County General Fund could realize sales tax and other revenues if a lease is successfully negotiated. REASONS FOR RECOMMENDATION/BACKGROUND: The East Ramp Hangar Development could affect up to six existing rows of tie-down or shade hangar spaces on land owned by the County and located on the easterly side of John Glenn Drive as shown on the attached map. The parcel is proximate to the Buchanan Field runways and adjacent to other aviation uses.The parcel is designated for aviation use on the Buchanan Field Master Plan. The parcel is under the jurisdiction of the Buchanan Field Airport and entirely within the unincorporated County. In October 2005, the Contra Costa County Public Works —Airports Division received a letter of interest from a private party to construct a shade hangar over an existing row of tie-down spaces on a portion of the subject site. In accordance with direction from the Federal Aviation Administration's (FAA) Airports District Office (ADO) staff regarding development at Buchanan Field, the County notified existing commercial tenants at Buchanan Field and Byron Airports to solicit other competitive interest in the property. The development solicitation provided a response deadline of November 8, 2005, for all competitive interests to be submitted to the County Airport Office.The County received no additional letters of interest in developing this site. Subsequently,Airport staff had several conversations with the interested party and it became evident that the development proposal would be changing. In March 2006, Airports Division received an amended solicitation from the interested party to construct a combination of T-hangars and shade hangars over a maximum of six rows of existing tie-down and shade hangar spaces. County staff again notified existing commercial tenants and other interested parties at Buchanan Field and Byron Airports to solicit competitive development information. The solicitation deadline provided for a response deadline of April 12, 2006. The County did not receive any additional letters of interest for developing this site. Negotiation of lease terms would expand economic development activity at the Buchanan Field Airport, provide additional revenues to the Airport Enterprise Fund, and allow Contra Costa County to expand aviation related business available at the airport. A business proposal must be consistent with the Airport Master Plan and General Plan for consideration. IV.
