SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and auihorize the Health Services Director, or his designee (Haven Fearn) to execute on behalf of the County, Contract#74-180-6 with Family Stress Center, a non-profit corporation, in an amount not to exceed $140,000, to provide drug abuse prevention services in Bay Point, Concord, and Richmond clinics, for the period from July 1, 2006 through June 30, 2007. FISCAL IMPACT: This Contract is funded 100% by Federal Substance Abuse Prevention and Treatment (SAPT) Primary Prevention. CHILDREN'S IMPACT STATEMENT: This prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides specialized substance abuse prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On June 14, 2005,the Board of Supervisors approved Contract#74-180-5 with Family Stress Center for the period from July 1, 2005 through June 30, 2006, for the provision of alcohol and drug abuse prevention services. Approval of Contract #74-180-6 will allow the Contractor to continue providing services through June 30, 2007.
