COUNTY ra•- SUBJECT: APPROVE AN AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH TELADATA, LLC FOR THE NEW FACILITY C FOR THE CLERK-RECORDER, 555 ESCOBAR STREET, MARTINEZ (WH447B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE an Amendment in the amount of $19,350 and authorize extra work under the Consulting Services Agreement dated March 1, 2006, with Teladata, LLC for additional data/telecommunications consulting services for the New Facility for the Clerk-Recorder, 555 Escobar Street, Martinez. The Amendment increases the scope of services and the payment limit from $22,900 to $42,250. 2. AUTHORIZE the Director of General Services, or designee, to execute the Amendment to the Consulting Services Agreement and to issue written authorizations for extra work provided that the cumulative total cost for such additional authorizations shall not exceed $5,000. FINANCIAL IMPACT Funds are appropriated in the Plant Acquisition budget to pay for the additional consulting services. BACKGROUND On March 1, 2006 the Director of General Services approved a consulting services agreement with Teladata for designing the data/telecommunications system at the new Clerk-Recorder building which is currently under construction. The subject Amendment increases the scope of services to include construction administration and project closeout services for the data/telecommunications system installation. Effective Date and Parties: Effective May 23,2006, Teladata,LLC(herein called"Consultant"),a Limited Liability Corporation,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Pur ose: On March 1, 2006,the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which covers the designing of the data/telecommunications systems at the new Clerk-Recorder building. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement,Section 1(e),change the Payment Limit from$22,900.00 to$42,250.00,an increase of$19,350.00. B. In the Agreement Section I(f),change the Completion Date,from April 30,2006 to October 31,2006. C. (Teladata Proposal: CC6012 REV 01 February 27, 2006). Upon completion of these elements of the project, the County would like to retain Teladata's services to continue with the preparation of construction drawings and conduct construction administration for the structured cabling system installation throughout the dura- tion of the.project. The technology infrastructure design elements include: 1. Structured Cabling throughout the building - based on County Standards. The cabling system shall be designed with consideration to special security and cable plant separation require- ments of the County Divisions (Clerk, Elections, Recorder) i.e. lockable cable termination en- closures etc. 2. Technology Room layout including racks, cabinets, overhead ladder runway, and general in- frastructure: 1St Floor: 110 Communications Room 2"d Floor: 206 Communications Room 217 Recorder Computer Room 222 Elections Computer Room 3rd Floor: 306 Communications Room 3. Minimum Point of Entry (MPOE) layout and extension cabling as required. 4. Backbone/tie cabling requirements between technology rooms. 5. Wireless Access Point pre-cabling. 6. Cable TV pre-cabling. 7. Coordination of structured cabling system infrastructure with other technology elements such as security systems, AN systems, etc. Including placement of system equipment in joint technology rooms. 8. Validation of the electrical/mechanical load requirements for each technology room. Validate electrical outlet size/type/configuration requirements necessary to support County network and data processing equipment. This proposal describes Teladata's Scope of Work and professional fees for leading the process of Construction Administration (and construction documents). Continue with assigned Sr. Design Engineer/Project manager and support team to provide leadership throughout the design process. 2. Continue providing expert counsel on technology design infrastructure questions. 3. Continue attending IT Infrastructure Design meetings and Construction Project meetings re- lated to IT Infrastructure as necessary. Construction Administration 4. Update the structured cabling system drawings to "For Construction" and distribute to de- sign/construction team and structured cabling system contractor. 5. Perform on-site"kick-off' meeting with cabling system contractor. 6. Attend construction meetings as needed to coordinate structured cabling system technology infrastructure. 7. Perform periodic on-site inspections to ensure compliance with requirements and construction coordination. 8. Respond to RFI as applicable. 9. Review change order requests and make recommendations. 10. Perform contractor contract reconciliation. 11. Review cabling system test results and close out submittals (i.e. system warranties). 12. Create as-built documentation set. SUMMARY These tasks will require a competent project management team with the time, experience, and re- sources to focus on the project. Teladata has extensive experience in the design and management of Information Technology infrastructure projects and has managed many projects of this scope in the past. Teladata can provide the methodology, leadership and Experience manpower required to ensure a successful project. We will provide accurate, detailed invoices on a monthly basis (invoices are sent out approximately the third week of each month for the previous month's work) and will include an itemized list for the cost of reimbursable expenses associated with the project.
