SUBJECT: Contra Costa Transportation Authority,Lifeline Transportation Program grant funding for
CalWORKs transportation programs
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION*
APPROVE and AUTHORIZE the interim Employment &Human Services Department Director, or designee, to
or designee, to apply for and accept funding from Contra Costa Transportation Authority, Lifeline
Transportation Program grant funding in the amount of$567,450 for the expansion and conversion of two
existing Ca1WORKs transportation programs, the Children's Transportation Project and Rides to Success from
January 1, 2007 through December 31, 2009. (#29-239-0)
FINANCIAL IMPACT:
$567,450 Lifeline Grant Funding for a three-year period.
County Match$141,862 for a three-year period; 100%Ca1WORKs funding, 15%County, 85%Federal.
CHILDREN'S IMPA( T STATFMFNT:
Grant funding will support all five of the Contra Costa County's community outcomes " (1) Children Ready for
and Succeeding in School", "(2) Children and Youth Healthy and Preparing for Productive Adulthood", "(3)
Families that are Economically Self-sufficient", "(4) Families that are Safe, Stable and Nurturing", and "(5)
Communities that are Safe and Provide a High Quality for Children and Families"by developing and expanding
access to transportation to assist participants in obtaining and sustaining non-subsidized employment and
becoming self sufficient.
BACKGROIJND•
The grant funding will fund two project components, (1) the addition of two vehicles to the Children's
Transportation Project, and(2)the conversion and expansion of the Rides to Success demand-response service
from the current bus model to a taxi-based model.
The expansion of the Children's Transportation Project from 5 to 7 vehicles county wide will enable EHSD to
replace some of the services previously reduced by budget cuts and help to meet CalWORKs participants' needs
by transporting children to school and daycare
The conversion of the Rides to Success demand-response bus program for Ca1WORKs adults to a taxi model
will enable EHSD to increase the services to a 24-hour, 7 days per week operation, and add more total rides at a
considerable reduction in cost per ride.
