SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Resolution No. 2006/JoC establishing a differential of at least 5% but not to exceed
10%, as determined by the appointing authority, for the Incumbent in the classification of District Attorney Office Manager
(unrepresented) occupying position no. 3505.
FISCAL IMPACT : The cost associated with this action is approximately$6,253 annually and will be funded by the
County General Fund.
BACKGROUND : The District Attorney's Office has three filled District Attorney Office Manager positions, with the
Superior Court Office Manager(#3505) being, by far, the most varied and complex assignment of the three. The
assignments of the three positions are as follows:
o Superior Court Office Manager—Supervision of 20 clerical staff, and support to 68 professional staff
(attorneys, investigators, administrators).
0 10 Douglas Drive Office Manager—Supervision of 20 clerical staff, and support to 39 professional staff.
o Richmond Office Manager—Supervision of 11 clerical staff, and support to 17 professional staff.
Rotation of staff is a basic policy of the District Attorney's Office. Accordingly, the three District Attorney Office Managers
rotate assignments every 18 months. Upon rotation into position#3505, the incumbent would receive a differential of at
least 5%, but not more than 10% (as determined by the appointing authority), for performance of duties as Superior Court
Office Manager.
The differential will be initiated by a letter submitted to the Auditor-Controller's Office, indicating the amount of the
differential and the starting and ending dates. Under no circumstances will the differential be authorized for more than 18
months at a time.
The Superior Court Office Manager position deserves a differential because, upon rotation into this position, Office
Managers take on a far more complex, varied, and voluminous workload than their counterparts in the department for an
18 month period. While in this position, Office Managers provide support for three locations: (1) Superior Court
Operations, (2) Sexual Assault and Domestic Violence, and (3) Special Operations.
RESULT OF NEGATIVE ACTION: if this differential is not established, the District Attorney Office Manager, upon
rotation into position no. 3505, will continue to be required to perform a disproportionately complex, varied, and
voluminous level of duties as compared to the other District Attorney O ce Managers within t department. However,
the incumbent of position no. 3505 will continue to be compensated qu Ily to those other, le comple ositions.

Differential for District Attorney
Office Manager position #3505
WHEREAS the District Attorney's Office has three filled District Attorney Office Manager
(unrepresented) positions:
• Superior Court Office Manager— Supervision of 20 clerical staff, support to 68
professional staff (attorneys, investigators, administrators) in three separate locations.
• 10 Douglas Drive Office Manager— Supervision of 20 clerical staff, support to 39
professional staff.
• Richmond Office Manager— Supervision of 11 clerical staff, support to 17 professional
staff.
WHEREAS the Superior Court Office Manager position is the most complex and varied of the
three Office Manager positions in the District Attorney's Office due to the quantity and quality of
its responsibilities, spread among three separate locations in downtown Martinez: (1) Superior
Court Operations, (2) Sexual Assault and Domestic Violence, and (3) Special Operations
Divisions; and
WHEREAS rotation of staff is a basic policy throughout the District Attorney's Office, and the
District Attorney's Office Managers rotate assignments every 18 months; NOW THEREFORE:
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing
Board of the County of Contra Costa and all districts of which it is ex-officio governing Board
RESOLVES THAT:
1. Effective January 1, 2006, the incumbent in the classification of District Attorney Office
Manager occupying position #3505 shall receive a differential of at least 5%, but not
more than 10% (as determined by the appointing authority), for performance of duties
as Superior Court Office Manager.
2. The differential will be authorized for only 18 months at a time upon submission of a
letter to the Auditor's Office indicating the amount of the differential, as well as the
starting and ending dates of the assignment.
