The Fish and Wildlife Committee comprises ten appointees of the Board of Supervisors: one nominated by each Supervisor, and four At Large seats plus one Alternate nominated by the Internal Operations Committee (IOC). The Fish and Wildlife Committee reviewed 14 applications as a result of recruitment and interviewed 6 candidates to arrive at its recommended nominations to the IOC. The IOC, at its May 15, 2006 meeting, approved the nominations. CONTRA COSTA COUNTY RECEIVED MAY 0 4 20.H CONTRA COSTA COUNTY OFFICE OF s COUNTY ADMINISTRATOR fi, COMMUNITY DEVELOPMENT DEPART LN I 651 Pine Street, N. Fax: 335-1299 TO: Julie Enea, Deputy County Administrator and Staff to the Board of Supervisors' Internal Operations Committee FROM: Kae Ono, Staff to Fish and Wildlife ittee DATE: May 1, 2006 SUBJECT: Recommendations of the Fish and Wildlife Committee to the Board of Supervisors' Internal Operations Committee regarding Appointments to the Fish and Wildlife Committee The Fish and Wildlife Committee("FWC") has nine regular positions and one alternate position. Of the 10 total positions, five are nominated by individual members of the Board of Supervisors, and five are At-Large positions (including the "Alternate to At-Large" seat) nominated by the Internal Operations Committee of the Board of Supervisors. One At-Large seat became vacant when Ms. Linda Sanders resigned from the position in February 2006. This position was automatically filled by the Alternate-to-At-Large position, Mr. Brett Morris, in accordance with the Board Order dated June 3, 1997. This resulted in a vacancy in the Alternate to At-Large seat. At the same time, one At-Large seat expired on February 28, 2006. The Fish and Wildlife Committee (FWC) met on March 15th and April 19th to consider recommendations to the Board of Supervisors' Internal Operations Committee on filling the two vacant seats on the FWC. Letters announcing the vacancies of the At-Large and Alternate-to-At-Large seats were sent out in February to accept new applications for the positions. A total of fourteen applications were considered. At the March meeting two applicants came and talked to the Fish and Wildlife Committee members. During this meeting, members of the Committee decided to appoint Ms. Susan Heckly for the expired At-Large seat (7 ayes, 0 noes, 1 abstain: Heckly). At this meeting, members of the Committee decided to invite all candidates to the April meeting to ask questions. A total of six applicants came to the April meeting. Each candidate talked about their qualifications for the Alternate-to-At-Large seat. The members of the Committee decided to appoint Mr. Jeff Skinner for the seat(7 ayes, 0 noes) in order to fill the areas of expertise that was currently lacking in the Committee. Mr. Skinner works in the field of waste and storm water testing and analysis. At this time no one in the Committee currently have that type of expertise and members of the Committee felt that his knowledge of water quality issues will be an added benefit for the Committee. Board of Supervisors May 1, 2006 Page 2 Below is the summary of the recommendations of the Committee: • Appoint Brett J. Morris to the At-Large Seat (formally occupied by Linda Sanders), • Appoint Susan Heckly to the At-Large Seat (formally occupied by Susan Heckly) and • Appoint Jeff Skinner to the Alternate-to-At-Large Seat (formally occupied by Brett Morris). I hope this information is helpful to you and to the Internal Operations Committee. Should you have additional questions on the FWC review process or if I can be of additional assistance, please call me at 5-1230.
