SUBJECT: ADOPT Resolution No. 2006/275 proclaiming the month of May 2006 as "Older Americans' Month and Older Californians' Month in Contra Costa County," as recommended by the Employment and Human Services Department, Area Agency on Aging. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ADOPT Resolution 2006/275 Proclaiming the month of May 2006 as "Older Americans' Month and Older Californians' Month in Contra Costa County," as recommended by the Employment and Human Services Department, Area Agency on Aging. FINANCIAL IMPACT: No financial impact. BACKGROUND: Traditionally, the President of the United States and the Governor of California have declared May as Older Americans' and Older Californians' month. According to the United States Census Bureau, America's population, age 65 years and older, grew 74% between 1970 and 2000, from 29 million to more than 35 million people. While one in eight Americans were 65 +years old in 2000, this will rise to about one in five in 2030. We know that minority older Americans are expected to represent 25% of the United States elder population in 2030. By the middle of the 21St century, every third older person will be from a minority group. In addition, the unique difference among our aging population compel us to plan strategies to best serve a myriad of unique ethnic, cultural, inter-and intra-generational, geographic and gender-specific interests and needs. The United States Administration on Aging encourages individuals and families, planners and policy makers, alike, to recognize the value of diversity of America's aging population. The Employment and Human Services Department, Aging and Adult Services,would like to express appreciation and gratitude to the over 143,000, or approximately 15% of the population,persons age 60 +years old in the County by recommending the month of May 2006 be designated"Older Americans' and Older Californians' Month. ATTESTED oe C7 JOHN Cr9tEN,CLERK OF THE BOARD OF SUPER ORS AND COUNTY ADMINISTRATOR Contact: BOB SESSLER-3-1605 EHSD(CONTRACTS UNIT)-EM COUNTY ADMINISTRATOR BY _,DEPUTY AUDITOR-CONTROLLER CONTRACTOR ,K2 e2 ea2l IN THE MATTER OF DECLARING THE MONTH RESOLUTION No. 2006/275 OF MAY 2006 AS OLDER AMERICANS' AND OLDER CALIFORNIANS' MONTH Whereas, in Contra Costa County, there are 411 Residential Care Facilities providing 5,510 beds and 32 Skilled Nursing Facilities providing 2,976 beds for residents requiring long-term care; and Whereas, many of these residents are frail, elderly, and vulnerable individuals who may be socially isolated and unable to advocate for their own needs and rights; and Whereas, Long-Term Care Ombudsmen dedicate their time and energy advocating for the needs of these residents, witnessing Durable Powers of Attorney and protecting the personal rights of long- term care residents and their families; and Whereas, Contra Costa County has approximately 43 volunteer and 9 professional Long-Term Care Ombudsmen who work in a variety of institutional settings, including skilled nursing facilities and residential care facilities; and Whereas, these extraordinary individuals provide community contact and involvement for frail, elder, and disabled residents of long-term care facilities,helping to improve their quality of life and protecting the rights of those who are most vulnerable; and Whereas, during the month of May 2006, the County of Contra Costa will celebrate the remarkable services of the Ombudsman Program of Contra Costa, and encourage more Contra Costans to take part in this valuable program; NOW, therefore be it RESOLVED that the Contra Costa County Board of Supervisors, on behalf of Contra Costa County, do herby proclaim the month of May 2006 as Older Americans and Older Californians Month.
