RECOMMENDED ACTION:
DETERMINE that the Reliez Valley Road Pedestrian Path Project is a California Environmental Quality Act
(CEQA), Class 3 Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Cleric, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
The project will not impact General Funds. The total cost of the project will be approximately$435,000, of which
the Federal Transportation Enhancement Activities Fund will pay approximately$342,000 and the Reliez Valley
Road Specific Plan Trust Fund will pay approximately$93,000 of the project cost.
REASONS FOR RECOMMENDATIONS AND'BACKGROUND:
The project consists of constructing a 5-foot wide asphalt concrete pedestrian path along the west side of Reliez
Valley Road south of Grayson Road,where there are residential properties but little or no shoulder for pedestrians to
use. The total length of the proj ect will be approximately 2,600 feet, and will include a pedestrian bridge where the
path parallels a narrow tributary of Grayson Creek. Asphalt concrete curb will be placed between the path and the
roadway for drainage and safety purposes. Approximately 540 feet of retaining wall(less than 3 feet high)will be
installed along the first four parcels south of Grayson Road to retain a small hill to accommodate the path.Fourteen
driveway conforms will be needed throughout the project limit. A concrete or metal crib wall and a single—span
prefabricated steel pedestrian bridge will be constructed to accommodate the pedestrian path adjacent to a small
tributary of Grayson Creek. The span will be approximately 110 feet long and 8 feet wide. The two bridge
abutments will be located at the top of the creek bank in upland area. Approximately 5 oak trees will be removed to
accommodate the placement of the bridge. The creek will not be impacted by the pedestrian path construction. An
asphalt concrete curb will be installed between the path and the vehicle lane to direct sheet flow from the roadway
to nine new County type D drainage inlets. An 18-inch plastic pipe storm drain system will be installed to collect
the water from the inlets.The drainage will outfall to an outlet structure into the adjacent tributary of Grayson Creek.
The project consists of new, small facilities and/or structures, and will not have a significant effect on the
environment.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the CEQA document will delay the project.

The project will not have a significant effect on the environment. The recommendation is
based on the following:
The project consists of construction and installation of a small new facility (pedestrian path
adjacent to a road). Real property transactions and utility relocations may be necessary in
support of the project.
What changes to the project would mitigate the identified impacts: N/A

GENERAL CONSIDERATIONS:
1. Location: The project is located in unincorporated Contra Costa County, just west of
The City of Pleasant Hill. The construction will occur on the west side of Reliez Valley
Road, between Grayson Road and the entrance to Queen of Heaven Cemetery (south).
(Fig. 1 and 2.)
2. Project Description: Reliez Valley Road currently consists of two 11 to 12-foot lanes
with little or no shoulders. The project consists of constructing a 5-foot wide asphalt
concrete pedestrian path along the west side of the roadway, where there are residential
properties but little or no shoulder for pedestrians to use. The total length of the project
will be approximately 2,600 feet, and will include a pedestrian bridge where the path
parallels a narrow tributary of Grayson Creek. Asphalt concrete curb will be placed
between the path and the roadway for drainage and safety purposes. Approximately 540
feet of retaining wall (less than 3 feet high) will be installed along the first four parcels
south of Grayson Road to retain a small hill to accommodate the path. Fourteen
driveway conforms will be needed throughout the project limit. A concrete or metal crib
wall and a single —span prefabricated steel pedestrian bridge will be constructed to
accommodate the pedestrian path adjacent to a small tributary of Grayson Creek. The
span will be approximately 110 feet long and 8 feet wide. The two bridge abutments will

Drainage improvements will be necessary to facilitate proper drainage along the
roadway. Currently there are no drainage inlets on the road, and water flows over the
roadway to the shoulder. An asphalt concrete curb will be installed between the path and
the vehicle lane to direct sheet flow from the roadway to nine new County type D
drainage inlets. An 18-inch plastic pipe storm drain system will be installed to collect the
water from the inlets. The drainage will outfall to an outlet structure into the adjacent
tributary of Grayson Creek.
Approximately 5 oak trees (minimum DBH 7.5", maximum DBH 15.5') will be removed in
the County right-of-way to accommodate the construction of the prefabricated pedestrian
bridge. This area is densely vegetated with trees and shrubs, and the removal of the oak
trees will have only a minor aesthetic impact. Tree removal will occur outside of the
nesting season to avoid any impact to nesting birds. Other vegetation, including
landscaping, will be removed from the County right-of-way to accommodate the
pedestrian path.
Approximately 3 utility (joint) poles must be re-located to accommodate the placement of
the pedestrian path. The path will be constructed entirely within the existing County road
right-of-way, except for a small sliver of property at the proposed pedestrian bridge
location. Temporary, construction easements will be necessary for the driveway
conforms and retaining wall construction for the project. One lane of traffic will be open
during construction. Traffic management will be implemented during construction,
including the use of flaggers to direct vehicles and construction machinery.
Real property transactions and utility relocations may be necessary in support of the
project.
