BACKGROUND: Seattle, Washingtou's fire department provides Cardio Pulmonary Resuscitation(CPR) classes to the general public - free of charge- through its "Medic Two" 1Z, In Program. Internationally recognized as one of the most successful models of CPR.training resources in the world, Medic Two Instructors have trained more than 650,000 Seattle and King Cowitv residents since the program began in October 1971. The program continues to train an average of 18,000 people a yeaj-. Studies have shown that citizen-initiated CPR, begun before the arrival of emergency medical. responders, almost doubles the save-.rata for cardiac patients that become hospitalized. R is invaluable training. Seattle firefighters, as vvell as others from fire departments throughout King County, serve as instructors for Medic Two, Classes are held in coiiveiaient locations throughout the region and are available free of charge. The prog=ram. offers a three-hour adult CPR class, a one-arid-a-balf- hour refresher course and a four-hour infant/child CPR class, which also focuses on injury prevention and safety four children. In add tion; Medic Two has begun classes for people who speak little or no English. United Way and private donations fund the annual instructional budget for the program. Supervisor DeSaulnier noted he had an adjustment to the Recommendation to include a Sub Committee of the Emergency Medical Care Committee, the Contra Costa County Fire Department and other fire Districts, and schools. Supervisor Uilkema requested that EMS (Emergency Medical Service)provide information at the Family and Human Services Committee meting and provide information on community CPR training,best practices in other areas of the country and information on who is providing CPR training in Contra Costa County. Chair Gioia asked for public comment on this item. The following people spoke: • Rod Talavera, resident of Antioch requested the Board's support the program in legislation to complete free CPR, First Aid and A.E.D. program for all the citizens in the County. Chair Gioia asked Emergency Medical Services Director, Art Lathrop for a status on the outreach in developing this program. Mr. Lathrop explained the AMR contract needs 24 free CPR classes for the public each year. He explained so far they completed 15 of the 24 classes, and that they have more scheduled this month. AMR plans to do 30 during their first year. Mr. Lathrop said EMS oversees the AMR contract closely for compliance for all the community outreach provisions. By a unanimous vote with none absent, the Board of Supervisors took the following action: AMENDED the recommendations on Board Order; to read: Convene a joint meeting of the Family and Human Services Committee and a Sub Committee of the Emergency Medical Care Committee—and ask for participation from American Medical Response (AMR), the American Red Cross, and the Contra Costa County Fire Department and other fire Districts, and schools to discuss possible methods for implementing a program for Contra Costa County similar in scope to the "Medic Two"program in Seattle, Washington. Direct the Family and Human Services Committee to report its findings back to the Board of Supervisors. # # 4 Contra Costa County SERVICE PLAN Standard Foam 1,3 Revised 2002 Number 24-024-24 development of an integrated fire first response program,shall support the expansion of paramedic first response, and shall provide the County and fire agencies within the County an in-kind exchange of training, continuing education programs and other services as outlined in this Contract. VIII.HEALTH STATUS IlVIPROVEMENT AND COMMUNITY EDUCATION. A. Contractor shall undertake a program of health status improvement and community education throughout contractor's service area. This program shall be planned and designed in collaboration with the County Emergency Medical Services Agency,the Emergency Medical Care Committee,and with each Board of Supervisors member with respect to components of the program to be carred out within that Supervisor's district. Contractor shall provide the County EMS Agency each year with(1)a written plan of activities the coming year and(2)a summary of that year's accomplishments. Contractor shall endeavor to carry out health status improvement and community education program in cooperation with existing healthcare and health promotion organizations,local public safety agency, and other community organizations. B. Community Outreach Coordinator.Contractor shall employ a full-time Community Outreach Coordinator whose primary responsibilities will be to work with County and community organizations in carrying out Contractor's health status improvement and community education program. C. _Community CPR Training. Contractor's health status improvement and community edification program shall include cardio-pulmonary resuscitation(CPR)the purpose of which is to recruit the public to become CPR trained and to provide the actual training to as many residents as possible. 1. Contractor shall develop,in conjunction with County Emergency Medical Services and the County Supervisor for each supervisorial district, an outreach program to recruit residents to attend CPR classes. 2. Contractor shall conduct an outreach program to expand the number of citizens interested in obtaining CPR training. 3. Contractor shall conduct a minimum of 24 CPR classes each year at different locations throughout the County offered to the public without charge. 4. Contractor shall provide train-the-trainer courses to persons willing to provide CPR training to the public without charge. D. Public Access Defibrillation(PAD)Program. Contractor's health status improvement and community education program shall include a Public Access Defibrillation(PAD)program the purpose of which is to promote public access defibrillation and to provide defibrillators at public locations throughout County. Working collaboratively with County EMS Agency and with the-County Supervisor m each supervisorial district, Contractor shall: 1. Identify candidate organizations and locations where public access defibrillation would be beneficial. 2. Work with candidate organizations to develop organizational PAD programs,including training appropriate staff. 3. Provide at Contractor's cost a minimum of 25 automatic electronic defibrillators each year to selected organizations to be used in their PAD program,for a total of 125 units for the initial term of the contract, or 225 if the contract is extended,as provided in Section 1 of the Special Conditions.
