SUBJECT: Approval of Contract#74-276 with Sunny Hills Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract #74-276 with Sunny Hills Services, a non-profit corporation, in an
amount not to exceed $202,752, to provide Therapeutic Behavioral Services (TBS) for the period
from April 10, 2006 through June 30, 2007. This Contract includes a six-month automatic extension
through December 31, 2007 in an amount not to exceed$82,368.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation (FFP) Medi-Cal, 45% by State
Early and Periodic, Diagnosis, Screening and Treatment (EPSDT), and 5% by Mental Health
Realignment.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors' community outcomes: "Children Ready
For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities
that are Safe and Provide a High Quality of Life for Children and Families". Expected program
outcomes include an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale (CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide TBS to children ages 0-21 years of age,
who participate in the EPSDT Supplemental Specialty Mental Health services: This program will
provide services to eligible Medi-Cal beneficiaries less than 21 years of age, who meet the Mental
Health Plan medical necessity criteria, who are members of the certified class, and who meet the
criteria for needing these services.
Under Contract #74-276, Sunny Hills Services will provide TBS to County referred clients, ages 0-
21 years of age through June 30, 2007.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR NEW
CONTRACT- SUNNY HILLS SERVICES
STATEMENT OF NEED FOR RETROACTIVE APPROVAL
The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to establish a mandated program to provide Therapeutic Behavioral Services(TBS)
to children ages 0-21 years of age, who participate in the Early and Periodic Screening,Diagnosis,
and Treatment(EPSDT) Supplemental Specialty Mental Health Services. This program provides
services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan
medical necessity criteria,who are members of the certified class and who meet the criteria for
needing these services.
Sunny Hills Services has been a Residential provider for Contra Costa County since 2001. They
also provide TBS services for clients in their Residential program in San Anselmo as well as for
clients in other area group homes.A Contra Costa client at St. Vincent's Home for Boys in San
Rafael is at risk of losing placement and Sunny Hills has agreed to provide TBS for this youth. TBS
services require specific contract language and therefore a separate contract is necessary.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow for the Contractor to continue to provide
TBS services to eligible clients who are part of the certified class mandated to receive them.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director,pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act,W&I Section 5608.
