SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution#20064 establishing the classification of Community
Services Mental Health Clinical Supervisor— Project and adding three (3) 20/40 Community Services Mental Health
Clinical Supervisor—Project positions.
FISCAL IMPACT : Since these positions are 100% state and federally funded, there are no net County general fund
costs associated with these actions.
BACKGROUND : Currently, the Community Services Department has 3 independent contracts (which expire on June
30, 2006) with licensed consultants who work directly with college interns under the guidance of the Family and Children's
Services (FACS) Special Needs/Mental Health Manager— Project. These licensed contractors provide mental health
services to children and adolescents. Similar services were previously provided on a permanent basis by the Mental
Health Children Services Supervisor— Project.
It is imperative for the Community Services Department to employ licensed clinicians to supervise the work of college
interns in a systematic and professional manner. After comparison to similar classifications in various other counties, it
was discovered that the proposed salary for the Community Services Mental Health Clinical Supervisor(even when
comparing the full-time equivalent salary) fell well below the mean and median salaries. However, this classification is
distinguished from those classifications in that the Community Services Mental Health Clinical Supervisor does not have
program management responsibilities, as those duties are performed by the Family and Children's Services (FACS)
Special Needs/Mental Health Manager.
Establishing part-time positions was deemed appropriate due to the fact that most licensed clinicians maintain private
practices, and therefore cannot commit to a full-time job. Furthermore, in a full-time capacity, the proposed salary would
need to be reallocated to a level more commensurate with the duties and responsibilities of a full-time licensed clinician:
This would cause its salary to exceed that of its immediate supervisor, which is an unlicensed.program manager position.
Thus, further restructuring of the department would be necessary in order to accommodate full-time licensed clinicians.
The proposed part-time salary of$2,868.17 was determined based on the necessity of avoidance of salary compaction
with the immediate supervisor, the FACS Special Needs/Mental Health Manager($5,266.91), while still appropriately
compensating the incumbent for performance of duties on a part-time basis, including maintaining a professional license
issued by the State of California, as required in the class specification for the position.
RESULT OF NEGATIVE ACTION : If this action is not approved, the Community Services Department will have no
other options in staffing their licensed clinician positions but to continue to work with consultants on a contract basis to
provide therapy services to children and families. Employing permanen linicians will create more tability for the
department, which will allow the Community Services Department to er tea higher quality Health P ram.
