AS REQUESTED BY THE ALCOHOL AND OTHER DRUGS ADVISORY BOARD,
ALCOHOL AND OTHER DRUGS SERVICES DIVISION,SAFE AND DRUG FREE
SCHOOL AND COMMUNITIES PROGRAMS AND YOUTH DEVELOPMENT
IPROJECTS
WHEREAS,Alcohol Awareness Month, sponsored by the National Council on Alcoholism and Drug
Dependence (NCADD) since 1987,began as a way of educating and raising public awareness about
the disease of alcoholism; that it is a treatable disease, not a moral weakness, and that alcoholics are
capable of recovery; and
WHEREAS, more than 67% of young people who start drinking before the age of 15 will try an illicit
drug, and youth who drink-a'r'&T5 tim%es,'irioreehkely7t use any illicit drug, more than 22 times more
likely to use marijuana, and 50 tune's ino>e=likely�to'-use cocaine than children who never drank; and
WHEREAS,in 2003, more than,23,000 juvenile Californians were.a'x`restedifor,alcohol and drug-related

charges; of;this total, 5,892 felonyr)uveride arrests were alcobol"offenses�(including DUI); 18,004
were mtsdemeanot'juvemle-arsefts-for alcohol and Vrug-related offenses,and

NOW,THEREFORE, BE IT RESOLVED that theNBoard'of Supervisors does hereby proclaim April
2006 as ALCOHOL AWARENESS MONTH a "Call to Action" in Contra Costa County; and
BE IT FURTHER RESOLVED that the Board of Supervisors encourages all citizens to pledge to stop
underage drinking and to support the public awareness efforts of community-based organizations
and groups focused on preventing Underage Drinking and the devastating effects it can have on
our youth.
