RECOMMENDATION(S):
AUTHORIZE relief of cash shortage in the Animal Services Department in the amount of $581.00 as
recommended by the Auditor-Controller.
FISCAL IMPACT:

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On September 10, 2005, a deposit from September 9, 2005, in the amount of $2,325 which included
checks, cash, and credit card receipts, was placed in our safe. On September 13, 2005, the deposit
was reported missing from the safe. The safe, the dispatch area, and trash receptacles were
searched. The deposit was not located. Customers were contacted and the shortages corrected by
canceling and replacing checks or posting credit card charges electronically. Statements were taken
from all employees involved and the Sheriffs Department did an investigation. The net amount of the
shortage was $581.00. Since that incident, the combination to the safe has been changed and fewer
employees have access.
In accordance with the provisions of Administrative Bulletin 207.6, the Animal Services Department
requested relief of a cash shortage from a deposit in the amount of$581.00. It has been determined
that the shortage was not due to negligence or fraud on the part of the department. The Auditor-
Controller recommends, and the County Administrator's Office concurs, that the Board of Supervisors
grant relief of shortage to the Animal Services Department for these funds. The Auditor-Controller's
recommendation is attached.

SUBJECT: Relief of Shortage at the Animal Services Martinez Center
We have reviewed the attached request for relief of shortage in the amount of$581.00 that occurred
in the Martinez Animal Services Center sometime between September 9, 2005, and September 13,
2005.
In accordance with the provisions of Administrative Bulletin 207.6, since the amount of loss exceeds
$250 the matter should be presented to the Board of Supervisors for action. We recommend that the
Board of Supervisors grant relief of the$581.00.shortage
The Animal Services Center should continue efforts to obtain replacement checks from customers
who paid their receipts with personal checks. .
To obtain the $581.00, please submit a journal request, along with a copy of the board order, and a
copy of this letter, to.Jennifer Webber, Supervising Accountant of this office to process this
transaction..
