BIARRY, AICP COMMUNITY DEVELOPMENT DIRECTOR DATE: APRIL 4, 2006 SUBJECT: CONTRACT IMENDMENT WITH SPONAMORE ASSOCIATES TO PREPARE AN ENVIRONMENTAL DOCUMENT FOR THE NOVE PROPERTY IN NORTH RICHMOND (Contract #C;49123 — Amendment #1) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute a contract amendment with Sponamore Associates to extend the term from March 31, 2006 to September 30,2006,with no change to the payment limit of$46,900 for providing continual services in the preparation of an Environmental Document for the Nove Property in North Richmond. FISCAL IMPACT The cost is covered by revenue received from application fees paid by developers and applicants. BACKGROUND/REASONS FOR RECOMMENDATIONS The environmental document is for pending applications submitted by Signature Properties for a General Plan Amendment,a proposed subdivision and preliminary and final development plan on a 29.2 acre site at the southeast corner of Richmond Parkway and Pittsburg Avenue in North Richmond also known as the Nove Property. Signature Properties is proposing the development of 374 units consisting of three housing types:townhouses,single family homes, and condominiums. The application also includes a 1.1 acre park in the center of the development and a 1.2 park adjacent to Wildcat Creek trail.
