BARRY, AICP COMMUNITY DEVELOPMENT DIRECTOR Costa County DATE: April 4, 2006 SUBJECT: CONTRACT AMENDMENT WITH OPUS ENVIRONMENTAL TO PREPARE REVIEW FOR PRE-COSNTRUCTION AND CONSTRUCTION MONITORING ON THE APPROVED TWO-MILE LONG, 12-INCH DIAMETER CHEVRON PIPELINE (CONTRACT #48834)(Amendment #4) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute a contract amendment with OPUS Environmental effective April 5, 2006, for an additional $60,000 for review and of pre-construction and construction monitoring on the approved 2-mile long, 12-inch diameter Chevron crude oil pipeline. The total amount of the budget should not exceed $154,000. The contract will extend until December 31, 2006. FISCAL IMPACT None. The cost is covered by revenue received from fees paid by the project applicant. BACKGROUND/REASONS FOR RECOMMENDATIONS The Department contracted with OPUS Environmental started on September 15, 2004. Opus Environmental has helped the Community Development Department with the preparation of the Chevron pipeline Mitigated Negative Declaration. On December 19, 2005, the project (County file #LP04-2061) was approved by the County Zoning Administrator. Chevron is anticipating to start construction in Spring of 2006. The Community Development Department would like to retain Opus Environmental to assist the County with the review of pre-construction and construction monitoring of the project.
