SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE Resolution Number 2006/142 to become a Partnering Agency of the Measure
J—San Ramon Valley School Bus Program and the associated advance planning study for
this program; and
DIRECT staff from the Community Development Department and the Public Works
Department to report back to the Board with cost estimates and funding agreements prior
to committing County funds.
FISCAL IMPACT
None to the General Fund.
The full cost of the study and the program is not known at this time. The County's share will
be covered by a combination of Road Funds and Measure C Return to Source Funds. A
specific funding agreement shall be brought before the Board for approval at a later date.
The County and other participants will be reimbursed through Measure J funds pursuant to
a request from Danville to the Contra Costa Transportation Authority.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In November of 2004 the taxpayers of Contra Costa County approved the extension of a
countywide half(%)cent sales tax measure for the purposes of providing congestion relief
through capital projects and programs. Measure J provides funding for a program entitled
"Safe Transportation for Children: School Bus Program".

BACKGROUND/REASONS FOR RECOMMENDATIONS (Continued)
The specific language of the Measure identifies the San Ramon Valley School Bus
Program is one program that is identified in Measure J that is intended to reduce school
related traffic congestion or improve the safety of children traveling to and from school
facilities.
"Safe Transportation for Children: School Bus Program.........3.3% ($64.4 million)
Eligible projects include the continued operation of the Lamorinda School Bus
Program ($26.4 million), and the inauguration of a San Ramon Valley School Bus
Program or other projects in the San Ramon Valley that reduce school related
congestion, or improve the safety of children traveling to and from school facilities($40
million). These programs, which provide congestion relief where capacity
improvements are not feasible, also collect user fees from parents as well as other
grant funding to cover operational expenses. In consultation with the affected
jurisdictions the Authority may establish criteria for the services including but not
limited to farebox return/parental contribution."
The Contra Costa Transportation Authority (the Authority) is considering a policy that will
reimburse sponsors of advance planning activities associated with Measure J programs.
The policy requires sponsors to secure the approval of their Board or Council to act in this
capacity.
The County, the Town of Danville, the City of San Ramon and the San Ramon Valley
Unified School District would be joint Partnering Agencies that would sponsorthe planning
efforts for the San Ramon Valley School Bus Program. The efforts are needed so that
service can begin when Measure J funds become available. The planning also will help
determine the distribution of funds for this program or other programs in the San Ramon
Valley that could reduce school related congestion or improve safety of children traveling
to and from school.
The Town of Danville has agreed to manage a consultant study in cooperation with the
other Partnering Agencies to establish the San Ramon Valley School Bus Program.
Should the Board approve County participation in this program County staff would develop
the funding agreement with the Town of Danville and the other Partnering Agencies. Staff
recommends that no County funds shall be advanced to Danville for the study until the
Authority approves the authorization to reimburse Danville in FY 2009/10 when Measure J
funds become available for eligible study expenses. At that time Danville in turn will
reimburse the other Partnering Agencies, including the County, who advanced funds for
the study. It is likely that the County could draw from County Measure C return to source
funds for the initial expenditure that would be shared amongst all of the four agencies. It
should be noted that the interest lost from funds expended prior to FY 2009/10 would not
be reimbursed as part of the Authority's proposed policy.

WHEREAS, the Contra Costa County Board of Supervisors desires to conceptually approve the
Measure J - San Ramon Valley School Bus Program;
WHEREAS, in November 2004 the taxpayers of Contra Costa County approved Measure J, a 25

WHEREAS,the San Ramon Valley Unified School District(District),Contra Costa County,the Town
of Danville and the City of San Ramon, collectively referred to as the Partnering Agencies, wish to
jointly sponsor advanced planning for San Ramon Valley School Bus Program so that service can
begin when Measure J funds become available and to help determine the distribution of Measure J
funds for this program and for other projects in the San Ramon Valley that can reduce school related
congestion or improve the safety of children traveling to and from school; and
WHEREAS, The Town of Danville (Danville) has agreed to manage a consultant study (Study) in
cooperation with the Partnering Agencies to establish the San Ramon Valley School Bus Program;
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors
1) Agrees to be a Partnering Agency of the San Ramon Valley School Bus Program;
2) Designates Danville as the lead agency for the Study to establish the San Ramon Valley School
Bus Program;
3) No County funds shall be advanced to Danville for the study until the Authority approves the
authorization to reimburse Danville in FY 2009-10 when Measure J funds become available for
eligible study expenses, and the County approves an agreement with the other Partnering Agencies
to equitably share the cost of the Study and to equitably share the reimbursement funds provided by
the Authority.
