This policy requires an open recruitment for all vacancies to At Large seats appointed by the Board. The Board also directed that the IOC personally iconduct interviews of applicants for At Large seats on the Contra Costa County Fire Protection District's Fire Advisory Commission, the County Planning Commission, and the Board appointees to the County Employees' Retirement Board. On June 30, 2006, the term for one At Large County Planning Commissioner will expire. The terms for planning commissioner seats are four years. At the direction of the Internal Operations Committee, staff issued press releases on March 18 advertising the vacancy, with an application deadline of April 21. One application was received, from Marvin Terrell, the At Large seat incumbent Since only one application was received for the At Large seat vacancy and there was no competition for the seat, the Internal Operations Committee recommends re-appointment of incumbent Marvin Terrell to the County Planning Commission.
